Current Articles: (1/16/12) Environmental concerns raised over Georgia dredging COLUMBIA -- Three Lowcountry state senators voiced concern last week that mud polluted with a toxic chemical will be dumped at the future Jasper County port site, which could make developing the property more difficult. State Sens. Glenn McConnell, Larry Grooms and Tom Davis made their comments Thursday during a media session in which they ripped the state Department of Health and Environmental Control and its board's decision to approve dredging for the Port of Savannah. When the Savannah port is dredged, Georgia plans to dump the mud from that project on property it owns jointly with the Palmetto State in South Carolina. That tract is where South Carolina officials want to develop another port near Jasper. "You're telling me the cadmium-laden sludge is up the river, that it's going to get dumped on the South Carolina side, and it's going to get dumped on the site where we can build a port or get private enterprise to come in and build a port?" McConnell, R-Charleston, asked during a discussion with Grooms and Davis. Davis, a Beaufort Republican and champion of the Jasper port project, said Georgia wants to pile the cadmium-polluted mud on the property for about 50 years. Cadmium is a poisonous metal that can cause kidney disease and breathing problems for people who inhale the material, according to the U.S. Environmental Protection Agency. The EPA says cadmium also is a probable human carcinogen, meaning it might cause cancer. The senators did not say where the cadmium came from. But the toxic metal can get into the air from coal-burning power plants and incinerators and fall with rain back to earth. South Carolina and Georgia have numerous coal-burning power plants. For years, the Savannah River Site nuclear complex, up the river near Aiken, burned coal to produce power. An attempt to reach Georgia Ports Authority spokesman Robert Morris was unsuccessful. DHEC did not respond to questions from The State. Chester Sansbury, a retired DHEC water quality official, said it would not be unusual to find contaminated soil at the bottom of an industrial port. Sansbury said the key question is how high the contamination levels are. About 12 years ago, scientists found that raccoons living near dredge disposal sites on the lower Savannah River had higher levels of contaminants, including cadmium, than raccoons that lived in other areas. The study, headed by the U.S. Geological Survey, said wildlife and fish might be at risk from metal contamination. McConnell called DHEC's approval of a permit for the Savannah port dredging the worst economic and environmental decision he's seen in 32 years in the Legislature. Grooms, R-Berkeley, and Davis agreed. DHEC's decision in November incensed lawmakers, business leaders and environmentalists because the agency changed its position on dredging the river that is shared by the two states. Agency staff members initially declined to approve the dredging because of the environmental impact, including depleting the Savannah River of oxygen. Concerns also were raised about effects on a rare freshwater marsh system. Gov. Nikki Haley asked her handpicked DHEC board to review the agency staff's decision after discussing the matter with Georgia Gov. Nathan Deal, a fellow Republican. But Haley's office said she did not interfere in the board's decision. The issue is significant because Savannah and the port of Charleston are competing to attract bigger ships that will come through the Panama Canal in the next few years. Charleston's dredging project is behind Savannah's. And South Carolina officials favor developing a new port at Jasper, which is near the Savannah port but miles closer to the ocean.
