FEDERAL, STATE & LOCAL FILING REQUIREMENTS:

96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance
notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

1. A BROAD...ELONGATED...AREA OF LOW PRESSURE LOCATED OVER THE CENTRAL
GULF OF MEXICO CONTINUES TO PRODUCE A LARGE AREA OF HEAVY SHOWERS
AND THUNDERSTORMS FROM WESTERN CUBA NORTHEASTWARD ACROSS FLORIDA.
SURFACE OBSERVATIONS INDICATE THAT WINDS TO TROPICAL STORM FORCE
ARE STILL OCCURRING OVER PORTIONS OF THE SOUTHEASTERN GULF OF
MEXICO. THIS LOW IS EXPECTED TO MERGE WITH A COLD FRONT...AND THE
POTENTIAL FOR DEVELOPMENT HAS DECREASED. THIS SYSTEM HAS A LOW
CHANCE...10 PERCENT...OF BECOMING A TROPICAL CYCLONE DURING THE
NEXT 48 HOURS AS IT MOVES NORTH-NORTHEASTWARD AT 10 TO 15 MPH LATER
TODAY. LOCALLY HEAVY RAINFALL...GUSTY WINDS...AND POSSIBLE SEVERE
WEATHER OVER THE FLORIDA KEYS...THE FLORIDA PENINSULA...SOUTHERN
GEORGIA...AND COASTAL SECTIONS OF THE CAROLINAS ARE EXPECTED OVER

OFFSHORE WEATHER FORECAST:

Synopsis...LOW PRESSURE WILL IMPACT THE REGION LATE TODAY AND
TONIGHT...WITH A STRONG COLD FRONT TO THEN PUSH THROUGH THE WATERS EARLY
WEDNESDAY. GALE FORCE WINDS ARE POSSIBLE IN WAKE OF THE FRONT FROM LATE
WEDNESDAY INTO EARLY THURSDAY. HIGH PRESSURE WILL THEN BUILD OVER THE
REGION THROUGH THE WEEKEND.
Today...S winds 5 to 10 kt...becoming SE 15 kt this afternoon. Seas 2 to 3
ft...building to 3 to 4 ft this afternoon. A slight chance of showers late
this morning. Showers likely with a chance of tstms this afternoon. Locally
heavy rainfall possible late.

Tonight...S winds 15 to 20 kt with gusts to 25 kt. Seas 4 to 6 ft. Showers
with a chance of tstms. Locally heavy rainfall possible.

Wed...SW winds 20 to 25 kt with gusts to 30 kt. Seas 4 to 6 ft. A chance of
showers with a slight chance of tstms in the morning... Then a slight
chance of showers in the afternoon.

Wed Night...W winds 20 to 25 kt with gusts to 30 kt. Seas 4 to 6 ft.

Thu...W winds 20 to 25 kt...diminishing to 15 to 20 kt in the afternoon.
