Charleston's Board of Architectural Review defers approval of new cruise terminal

The State Ports Authority's more than $35 million plan to turn a dockside warehouse into a new passenger terminal for cruise ships was dealt a setback when Charleston's Board of Architectural Review decided the finished product still would look too much like a warehouse.
The BAR, which had granted unanimous conceptual approval to the plan in August, deferred preliminary approval of the plan on a 3-2 vote Wednesday evening, essentially sending the architects back to take another shot at it. Preliminary approval is the second of three steps in the BAR approval process.
Controversy has swirled around the cruise terminal plan because some area residents oppose the location of the new terminal, and some object to growth of Charleston's cruise ship business in general -- a lawsuit dealing with cruise ship regulations is under way.
But the only issue before the BAR is the appearance of the building.
Aspects of the building that particularly drew scrutiny Wednesday were the bus- unloading area on the west side of the building and the roll-down doors on the dock side of the building.
The cruise terminal is a building that, like an airport, must be able to handle thousands of incoming and departing passengers and luggage, and tractor-trailers full of supplies. But it also is seen as a face of the city, visible from downtown as well as the water side, and even more visible to adjacent neighbors on Laurens Street.
The majority of BAR members decided that only one of the four sides of the building, the south side main entrance, was acceptable in its current design, and sent the plan back for further study.
Robert DeMarco, Edward Fava and Sheila Wertimer voted to defer the plan. Erica Harrison and Christopher Schmitt opposed the motion.
Fava said it seemed like a building "with three back sides."
Ports Authority spokesman Byron Miller, who attended the meeting, said deferred approval is a not an uncommon part of the review process, and the plans will be revised and resubmitted.
