48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance
notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

THE NATIONAL HURRICANE CENTER IS ISSUING ADVISORIES ON HURRICANE
KATIA...LOCATED ABOUT 450 MILES SOUTH OF BERMUDA.

1. SHOWER AND THUNDERSTORM ACTIVITY ASSOCIATED WITH AN AREA OF LOW PRESSURE
LOCATED ABOUT 600 MILES SOUTHWEST OF THE SOUTHERN CAPE VERDE ISLANDS HAS
CHANGED LITTLE IN ORGANIZATION DURING THE PAST SEVERAL HOURS.
HOWEVER...ENVIRONMENTAL CONDITIONS APPEAR FAVORABLE FOR A TROPICAL
DEPRESSION TO FORM DURING THE NEXT DAY OR TWO AS THIS DISTURBANCE MOVES
WESTWARD OR WEST-NORTHWESTWARD AT AROUND 15 MPH. THIS SYSTEM HAS A HIGH
CHANCE...60 PERCENT...OF BECOMING A TROPICAL CYCLONE DURING THE NEXT 48 HOURS.

ELSEWHERE...TROPICAL CYCLONE FORMATION IS NOT EXPECTED DURING THE NEXT 48

Synopsis...STRONG LOW PRESSURE...THE REMNANTS OF TROPICAL DEPRESSION
LEE...WILL LIFT NORTHEAST ACROSS THE SOUTHERN APPALACHIANS TODAY...WITH A
TRAILING COLD FRONT THEN EXPECTED TO MOVE ACROSS THE AREA LATE TONIGHT INTO
EARLY WEDNESDAY. THE FRONT WILL THEN BECOME NEARLY STATIONARY OFFSHORE
THROUGH LATE WEEK...CAUSING HURRICANE KATIA IN THE ATLANTIC TO TURN AND
PASS OFFSHORE. REFER TO THE LATEST ADVISORIES ON KATIA ISSUED BY THE
NATIONAL HURRICANE CENTER.
Today...S winds 20 to 25 kt with gusts to 30 kt. Seas 5 to 8 ft. Scattered
showers with isolated tstms early this morning...then scattered showers and
tstms late this morning and afternoon.

Tonight...S winds 15 to 20 kt...becoming SW 10 to 15 kt after midnight.
Seas 5 to 7 ft. Scattered tstms. Numerous showers.

Wed...SW winds 5 to 10 kt. Seas 4 to 6 ft. A chance of showers and tstms in
