FEDERAL, STATE & LOCAL FILING REQUIREMENTS:

96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance
notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

Harbor View widening public meeting Tuesday

Charleston County will hold a public meeting Tuesday about the other
controversial road project on James Island.

The county will hold a meeting about its proposed Harbor View Road widening
project at 5 p.m. Tuesday at the James Island Town Hall, 1238 Camp Road.

While the Harbor View project hasn't blossomed to the large-scale
controversy of the Mark Clark Expressway, planned for the other side of the
island, the project has drawn an increasingly vocal set of critics. Many
say they're concerned about the possible loss of significant trees along
Harbor View, which serves several island neighborhoods.

Those attending the meeting may ask questions of county staff. On Thursday,
the staff will meet with the S.C. Department of Transportation on the
Harbor View project, which is expected to include bike and pedestrian paths.

County Councilman Joe Qualey said he doesn't want residents to think they
were left out of the planning process.

1. THE VIGOROUS LOW PRESSURE SYSTEM LOCATED ABOUT 300 MILES EAST
OF MARTINIQUE IS SHOWING SOME SIGNS OF IMPROVED ORGANIZATION...AND
A TROPICAL DEPRESSION COULD FORM LATER TODAY. THIS SYSTEM HAS A
HIGH CHANCE...90 PERCENT...OF BECOMING A TROPICAL CYCLONE DURING
THE NEXT 48 HOURS AS IT MOVES WEST-NORTHWESTWARD AT AROUND 15 MPH.
A HURRICANE HUNTER AIRCRAFT IS CURRENTLY INVESTIGATING THE
DISTURBANCE TO DETERMINE IF IT HAS A WELL-DEFINED SURFACE
CIRCULATION CENTER. IF THE SYSTEM BECOMES A TROPICAL CYCLONE
TODAY...TROPICAL STORM WARNINGS WOULD BE ISSUED FOR PORTIONS OF
THE NORTHERN WINDWARD ISLANDS AND THE LEEWARD ISLANDS ON VERY
