FEDERAL, STATE & LOCAL FILING REQUIREMENTS:

96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance
notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

1. SHOWERS AND THUNDERSTORMS ASSOCIATED WITH A TROPICAL WAVE OVER THE
NORTHWESTERN CARIBBEAN SEA JUST TO THE SOUTH OF THE WESTERN TIP OF CUBA
HAVE BECOME BETTER ORGANIZED OVER THE PAST FEW HOURS...AND SURFACE
OBSERVATIONS SUGGEST THAT A CIRCULATION COULD BE FORMING ABOUT 125 MILES
EAST OF CANCUN MEXICO. IF THESE TRENDS CONTINUE...
A TROPICAL DEPRESSION COULD DEVELOP LATER TODAY. INTERESTS IN THE
NORTHEASTERN YUCATAN PENINSULA SHOULD MONITOR THE PROGRESS OF THIS SYSTEM
AS IT MOVES WEST-NORTHWESTWARD NEAR 15 MPH. THIS SYSTEM HAS A HIGH
CHANCE...70 PERCENT...OF BECOMING A TROPICAL CYCLONE DURING THE NEXT 48 HOURS.

ELSEWHERE...TROPICAL CYCLONE FORMATION IS NOT EXPECTED DURING THE NEXT 48

Synopsis...A WEAK TROUGH WILL PERSIST OVER THE WATERS TODAY AND TONIGHT.
BERMUDA HIGH PRESSURE WILL BUILD INTO THE REGION THURSDAY THROUGH
SUNDAY...AS A WEAK TROUGH OF LOW PRESSURE PREVAILS INLAND. A COLD FRONT IS
EXPECTED TO DROP SOUTH ACROSS THE AREA EARLY NEXT WEEK.
Today...SW winds 15 kt. Seas 3 to 4 ft. Showers and tstms likely early this
morning...then a chance of showers and tstms late this morning and afternoon.

Tonight...SW winds 15 kt. Seas 3 to 4 ft...subsiding to 2 to 3 ft after
midnight. A chance of showers and tstms in the evening...then a slight
chance of showers and tstms after midnight.

Thu...W winds 10 to 15 kt...becoming SW 5 to 10 kt in the afternoon. Seas 2
to 3 ft. A slight chance of showers and tstms.

Thu Night...SW winds 10 to 15 kt. Seas 2 to 3 ft.
