96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance
notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

COLUMBIA -- Gov. Nikki Haley urged congressional leadership in a letter
Thursday to quit using tax money collected for harbor maintenance on
other things.

Gov. Haley’s letter to U.S. House and Senate leaders
South Carolina needs its rightful share of the cash to make sure the
Charleston and Georgetown ports are ready for business in upcoming years,
the governor wrote in a letter to House Speaker John Boehner and Senate
Majority Leader Harry Reid as well as House Minority Leader Nancy Pelosi
and Senate Minority Leader Mitch McConnell.

To be clear, Haley said, she is not asking for an earmark or additional
money from the congressional budget for the state ports, only cash
designated for their upkeep in the Harbor Maintenance Trust Fund. The
federal government has been using a portion of that money collected from
a cargo tax on unrelated expenditures.

"Charleston Harbor is poised to handle post-expansion ships from the
Panama Canal and Georgetown's break-bulk capacity makes (it) a solid
alternative for smaller users," she wrote. "Neither will be able to
capitalize on their capabilities without basic maintenance."

Byron Miller, spokesman for the State Ports Authority, said leadership on
the issue is greatly appreciated. Maintenance of the state's ports are
vital, he said.

The issue is not new. In April, a bipartisan group of congressmen,
including all six South Carolina House members, appealed to U.S. House
budget writers to stop the practice of using the Harbor Maintenance Trust
Fund for other purposes.

McClatchy reported earlier this year that as much as half of the $35
million collected in 2010 at the Charleston and Georgetown ports wasn't
used for dredging or other maintenance. The Charleston Harbor needs to be
deepened if it is going to accommodate larger ships expected to navigate
the Panama Canal once its widened.

Haley asked congressional leadership to pass two bills that would ensure
the cash from the harbor maintenance fund is used for its designated
purpose, based on priority and impact. "The ports of Charleston and
Georgetown -- gateways for more than just South Carolina's goods -- must
be properly maintained to promote job growth and business stability,"
Haley wrote.
