A crucial study on the feasibility of deepening the Charleston shipping
channel could be completed in just four years, or half the previous
estimate, the U.S. Army Corps of Engineers' Charleston District commander
said Monday.
Lt. Col. Jason A. Kirk gave no specifics about what changed the timeline,
but said that after meetings in Washington, D.C., last week his agency
adopted an aggressive goal of completing the study by late 2015. He spoke
at a signing ceremony in Charleston that marked the beginning of the
channel-deepening study.
The State Ports Authority wants to see the channel dredged to a depth of
50 feet at low tide, to accommodate larger container ships. The official
channel depth is currently 45 feet, and going 5 feet deeper could take a
decade and cost about $310 million, the Corps has estimated.
The feasibility study that begins now, following Monday's contract-
signing between the Corps and the SPA, will look at what depth is
appropriate and what going deeper would mean for wildlife, drinking water
supplies and other considerations.
With both U.S. senators from South Carolina present along with hundreds
of guests at the ceremony, it was clear that many believe the launch of
the study will lead to the desired outcome, but questions remain.
The $300,000 committed so far -- $150,000 each from the federal
government and the SPA -- represents a fraction of the entire project
cost. The small amount of federal funding was crucial because it allowed
the study to begin, but that's just a start.
"We have to get this funding every year, for multiple years, to make this
a reality," said Jim Newsome, the SPA's chief executive officer.
Sen. Lindsey Graham, R-S.C., pledged that the state's delegation would
work across party lines, "Republicans and Democrats, Libertarians and
vegetarians," to assure additional funding for the port.
Fellow Republican Sen. Jim DeMint, whose opposition to congressional
earmarks has at times been seen as an impediment to obtaining funding for
the project, said he wants the port to win additional federal money
through a merit-based system that would rank port projects. Such a system
does not now exist.
"One way or another we'll have to find a way to do it without earmarks,"
DeMint said.

Earmarks are the nickname for federal funding that members of Congress
insert into budgets, usually for projects in their districts, outside of
the usual review process. The "reconnaissance" phase of the channel-
deepening project, which concluded that deepening the channel could
produce $106 million in annual benefits to the nation, was funded with an
earmark,
Now, the feasibility study, and the availability of continuing federal
funding, will determine if the plan to deepen the channel moves forward.
The feasibility study had been estimated by the Corps to require five to
eight years, with six more years of work needed for design and
construction of the channel deepening, for a total timeline of 11 to 14
years. The new estimate calling for a four-year study brings the Corps'
timeline in synch with the 10-year estimates members of Congress have
been using.
