96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance
notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

Graham to introduce legislation on port dredging

Following a promise last month to get a deeper Charleston Harbor by any
means necessary, U.S. Sen. Lindsey Graham, a South Carolina Republican, on
Monday announced a plan to introduce legislation that would create a
merit-based program to fund port dredging projects across the country.

Graham's plan calls for the U.S. Army Corps of Engineers to review which
channels most deserve the funding to deepen to 50 feet to accommodate the
next generation of ships, a larger fleet because of the Panama Canal
expansion set for completion in 2014. As it stands, the Port of Charleston
has no federal money set aside for the next step in its deepening project,
which calls for a $400,000 feasibility study. Graham said he would approve
a "continuing resolution" for the Army Corps to fund projects, so long as
the agency's plans include moving toward making Charleston Harbor deeper.
Graham called Charleston the best option on the South Atlantic.

Meanwhile, U.S. Sen. Jim DeMint, also a South Carolina Republican, on
Monday introduced the Army Corps of Engineers Reform Act of 2011 to change
how the agency funds projects. Graham is lead cosponsor of the bill.
