SC ports chief says Jasper terminal on hold
CHARLESTON, S.C. — South Carolina's ports chief is putting the brakes on
funding for a new terminal on the Savannah River, the Post and Courier of
Charleston reported Saturday.
State Ports Authority Chairman Bill Stern wrote a letter Friday saying
there was no need for South Carolina to put more money into the joint
project with Georgia until the issue of dredging at Savannah Harbor is
resolved.
The two states own a 1,500-acre site on the South Carolina side of the
Savannah River that has been proposed as a location for a new port.

Georgia has used the site for years to dump spoils from dredging Savannah
Harbor. South Carolina officials say a new plan to deepen that waterway
would put the Jasper County site out of commission for at least 50 years.
"Until we have clarity on the SHEP issues, we stand to flounder in the
uncertainty, spending money and time in vain on plans that would likely
have to receive repeated and substantial changes, or that might be
completely thwarted, all at the expense of our respective states," Stern
wrote in the letter to the Georgia Ports Authority.
Georgia ports executive director Curtis Foltz said Friday that the letter
came as a surprise. A meeting on the Jasper port project had been set for
early next month.
"This region demands three successful long-term ports," Foltz said. "When
you look out at the next 20, 30, 40 years, we're going to need all the
capacity a built-out Charleston, a built-out Savannah and a built-out
Jasper can offer."
Foltz says dumping the dredge materials from the Savannah River deepening
would actually be a boost to the Jasper port site - lifting it out of the
flood plain at a cost savings to both states.
"It will save at least $300 million," Foltz said.
South Carolina lawmakers passed a resolution last week to oppose
expanding the Savannah River if it doesn't provide economic benefits to
both states. Lawmakers and others worry the quality of the soil that will
be dumped at the Jasper site may make it unfit for use for decades.
