Current Articles: (11/24) Firm eyeing Cooper River site Norway transportation company looks to expand
A Scandinavian transportation business is looking to reactivate a dormant marine terminal on the Cooper River and create as many 29 jobs in establishing an East Coast beachhead.
The company, which was previously identified publicly by the code name "Project Jena," is a U.S. subsidiary of Norway's Odfjell SE.
Odfjell Holdings (U.S.) Inc. is eyeing the purchase of an inactive, 20- acre private shipping terminal at 1003 Virginia Ave. in North Charleston for a proposed new Southeast import operation.
Local officials began contemplating a tax-incentive package this month to lure Project Jena to Charleston County. The company also is considering one other unidentified site in the Southeast.
David Ellis, president of Odfjell's U.S, business, cautioned that the expansion is still being reviewed by upper management.
"We haven't decided whether we're going to proceed ... or not," he said Tuesday.
Ellis said a decision would likely be made either next month or in early 2011.
Odfjell is in the business of transporting and storing bulk liquid chemicals, acids, edible oils and other special products. It owns and operates tanker ships and port terminals around the world. Its presence in the United States is limited to Houston.
Charleston County has said the company would initially invest $30 million on improvements, including the construction of a new dock on the site, which is served by CSX and Norfolk Southern rail lines. The company plans also would create 12 jobs paying an average of $37,000 a year.
Odfjell also is considering a future expansion within three to four years that would raise the value of the project to $70 million and add 17 more employees, according to the county. That would bring its total North
Charleston payroll to $1 million, or an average of about $34,500 per job.
The county has estimated that the two expansions would generate $5 million to $9 million in public revenue over 20 years. County Council is scheduled to take up the proposed incentive agreement on Dec. 7.
The port property, which is on deep water and has 500 feet of frontage along the Cooper River shipping channel, was on the block for $12 million about a year ago, according to an online listing on LoopNet.
The current owner, Charleston Cement Co,, is an affiliate of Atlanta- based Thomas Concrete of Georgia.
