FEDERAL, STATE & LOCAL FILING REQUIREMENTS:

96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. All vessels must sumbit
USCG's H1N1 Flu checklist.

24 Hours - advance notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

A BROAD AREA OF LOW PRESSURE OVER THE NORTHWESTERN CARIBBEAN SEA
CONTINUES TO GENERATE WIDESPREAD THUNDERSTORMS AND STRONG GUSTY
WINDS TO NEAR TROPICAL STORM FORCE. ALTHOUGH THE LOWEST SURFACE
PRESSURES ARE LOCATED BETWEEN THE ISLE OF YOUTH CUBA AND GRAND
CAYMAN...THE STRONGEST WINDS ARE OCCURRING A COUPLE HUNDRED MILES
TO THE EAST AND SOUTH OF THIS LOCATION. THIS SYSTEM HAS THE
POTENTIAL TO BECOME A TROPICAL OR SUBTROPICAL CYCLONE BEFORE
MERGING WITH A FRONTAL SYSTEM NEAR THE FLORIDA PENINSULA BY LATE
TOMORROW. AN AIR FORCE RESERVE UNIT HURRICANE HUNTER AIRCRAFT IS
SCHEDULED TO INVESTIGATE THIS SYSTEM LATER TODAY. THERE IS A HIGH
CHANCE...80 PERCENT... OF THIS SYSTEM BECOMING A TROPICAL OR
SUBTROPICAL CYCLONE DURING THE NEXT 48 HOURS.

HEAVY RAINS AND STRONG GUSTY WINDS TO TROPICAL STORM FORCE ARE
EXPECTED TO AFFECT THE CAYMAN ISLANDS...JAMAICA...AND CUBA TODAY.

Synopsis...A COLD FRONT WILL BECOME STATIONARY OVER OR JUST E OF THE
COASTAL WATERS TODAY...THEN LINGER IN THE AREA THROUGH EARLY THU...BEFORE
PUSHING FURTHER AWAY INTO THE ATLC LATE THIS WEEK. AN AREA OF LOW PRES WILL
LIKELY FORM ALONG THE FRONT AND MOVE N THROUGH THE LOCAL WATERS LATE WED
INTO EARLY THU. THIS WILL LEAD TO POTENTIALLY HAZARDOUS MARINE
CONDITIONS...AND MARINERS ARE STRONGLY ADVISED TO KEEP ABREAST OF THIS
SITUATION.
Today...W winds 10 kt...becoming SW 5 to 10 kt this afternoon. Seas 2 to 4
ft. A slight chance of showers and tstms this afternoon.

Tonight...S winds 5 to 10 kt...becoming E 10 kt after midnight. Seas 2 to 3
