FEDERAL, STATE & LOCAL FILING REQUIREMENTS:

96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S.
flag arriving with foreign cargo aboard. All vessels must sumbit USCG's
H1N1 Flu checklist.

24 Hours - advance notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

S.C. State Ports Authority reports increase in port volume for second
consecutive month

The State Ports Authority reported that container volume was up 7% in
February over the same month last year. It’s the second consecutive month
of improved port volume statistics.

The announcement came at a brief meeting of the agency’s board today.

Port officials think the increase is because businesses are restocking
inventories that bottomed out over the last several years because of the
poor global economy.

In an administrative resolution, the board also approved the reorganization
of a foreign trade zone in Spartanburg County, before adjourning after just
14 minutes.

Synopsis...AN AREA OF LOW PRES WILL DEVELOP ALONG THE GULF STREAM WATERS E
OF THE FLORIDA COAST TODAY...THEN MOVE NE TO THE CAROLINA GULF STREAM
WATERS TONIGHT AND THU. THE LOW WILL SHIFT E ON FRI AS HIGH PRES BUILDS
INTO THE AREA. HIGH PRES WILL THEN PERSIST THROUGH SAT NIGHT. A COLD FRONT
IS EXPECTED TO APPROACH THE WATERS ON SUNDAY.
Today...NE winds 10 kt. Seas 2 to 3 ft. A slight chance of rain late this
morning. A chance of rain this afternoon.

Tonight...N winds 10 to 15 kt. Seas 2 to 3 ft...building to 3 to 4 ft after
midnight. A chance of rain.

Thu...N winds 10 to 15 kt with gusts to 20 kt early. Seas 3 to 4 ft...
Subsiding to 2 to 3 ft in the afternoon. A chance of rain in the
morning...then a slight chance of showers in the afternoon.
