Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. All vessels must sumbit
USCG's H1N1 Flu checklist.

Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property

Restructuring at SPA includes raises

CHARLESTON -- S.C. State Ports Authority CEO Jim Newsome Tuesday announced
a management restructuring plan that means new responsibilities for several
top officials, along with salary increases for some totaling $62,550.

At the same time, Newsome said he is targeting $7 million in cuts to align
expenses with the port’s decline in revenue. That equates to about 10% of
expenses, not including capital expenditures, he said at Tuesday’s monthly
SPA board meeting.

Newsome did not provide details about the $7 million in cuts Tuesday. He
said the cost-cutting plan is still being finalized, and details will be
announced by March 15.

Newsome said the $7 million in planned savings would come in the 12 months
after the cuts are made, not all in the current fiscal year.

The SPA board approved the restructuring plan, which calls for the
following changes.

• Paul McClintock, senior vice president and chief commercial officer,
assumes additional responsibility for public relations and Georgetown
Terminal sales and operations.
• Byron Miller, director of public relations, will take on expanded duties
as director of marketing, public relations and planning. Because of the new
duties, Miller’s salary will increase from $117,500 to $125,000.
• Bill McLean, vice president of operations, will become senior vice
president and will take on added responsibility of Veterans Terminal,
cruise operations and all corporate safety functions. McLean’s salary will
increase from $156,000 to $175,000.
• Peter Hughes, chief financial officer, will become senior vice president
and take on added responsibility of general support services. His salary
will increase from $154,200 to $175,000.
• Joe Bryant, vice president of terminal development, will take on added
responsibility of facilities maintenance and environmental.
• Barbara Melvin will be promoted from director to vice president of
government relations. She will take on the added responsibility of federal
government relations and her salary will increase from $111,750 to $127,000.

Newsome said the plan will bring operational efficiencies, and it ensures
that all major, day-to-day business functions at the port will report to
senior management.

The new structure emphasizes the three main functions of sales, operations
and finance, he said.

It also groups together functions that are related. In some cases, those
functions have been handled separately, Newsome said.

“I think any time you get into a CEO’s role in a business, that’s pretty
much something that you do,” he said about the restructuring. “As a result
of our strategic planning, it’s something we needed to do.”

He said some of the shifts in responsibility reflect new work that the port
is doing. For example, the port’s cruise business has grown this year and
work has begun on a redevelopment of the Union Pier passenger terminal.

The staff member who has handled planning and cruise business will now
focus on the expanded cruise business. Meanwhile, planning functions will
be grouped with marketing and public relations, which Newsome said is a
logical combination.

Newsome said the raises that four individuals are receiving reflect their
expanded scope of responsibility and the comparable pay for that work at
other ports. He emphasized that not everyone taking on new duties is
receiving a raise.

“It’s logical for people who take on more responsibility to receive a
requisite increase in pay,” Newsome said. “I think we benchmark ourselves
against other competing ports. The cost reduction really far outweighs the
increases in pay that we are giving for the increases in responsibility.”

He said the port needs to employ the best people possible as it tries to
get its business back where it needs to be.

Port officials said that year-to-date revenue through the end of January
was behind projections by about $10 million. Expenses through January were
$4.6 million under budget.

January’s container volume showed a year-over-year improvement not seen in
months. Volume was up 1.3% over January 2009 and up 8.7% over the prior month.

“That’s the first time we’ve been up in some time,” Newsome said.

Year-to-date pier container volume was down 20% at the end of January,
compared to last year. But that represents an improvement from recent
months. At the end of December, year-to-date volume was down 23%. Through
November volume was down 32%.

Also at Tuesday’s meeting, the SPA board voted to authorize Newsome to sign
an agreement with Berkeley County for funding a new interchange at mile 197
on Interstate 26. The SPA will contribute $15 million toward the project.

The interchange would serve distribution projects planned for the area,
including TBC Corp.’s planned 1.1 million square foot distribution center.
TBC Corp. will be a port customer.

Newsome said the port has been at a competitive disadvantage because of the
lack of distribution centers in the region.
