CURRENT NEWS: (8/26/20) Port sets export record, continues as ‘the strength of Savannah’
From January through May, the Port of Savannah exported more loaded containers than any other port in the country, achieving a 12.2% market share the Georgia Ports Authority (GPA) announced this week. The Garden City Terminal handled a
total of 593,195 twenty-foot equivalent container units (TEUs) of loaded exports during the first five months of the year.
The biggest gainers for the period were raw cotton, which grew by 61.0% (16,377 TEUs) for a total of 43,234 TEUs; wood pulp, up by 15.8% (11,539 TEUs) for a total of 84,595 TEUs; and kaolin clay, up 23.7% (7,964 TEUs) for a total of 41,527
TEUs.
Lynch said typically when market conditions are good, things are better than average in Savannah, and when market conditions are down, Savannah still doesn’t get hit as hard as other ports, something that he attributes to the diversity
of their customer base and cargo that moves through the port.
“That has really turned into a great strength of ours,” he said.
While agricultural products played a major role in helping set the new record, Lynch only expects the export market to grow stronger with the completion of the Savannah Harbor Expansion Project (SHEP).
The state of Georgia put in a major portion of the early funding of the harbor project, contributing the state’s full share of $266 million by 2014. Earlier this year the project received $93.6 million in the Fiscal Year 2021 budget from
the Trump administration to fully fund the project.
The Army Corps of Engineers is overseeing the $973 million project. The $93.6 million will complete the dredging aspect of SHEP, which is expected to be complete by the end of 2021 or early 2022, but other environmental components of the
project are expected to be finished in FY 2024.
“We’re not even enjoying the fruits of SHEP, the deepening project and yet we’re the No. 1 exporter for the last five months in the country, which is astounding,” Lynch said.
“What charges me up, is what happens when SHEP is completed? I think what happens is you’re going to see the export market be very strong and grow even more here in Savannah.”
The final stage to deepen the inner harbor, which consists of 22 miles in the channel from near Jones Island to the Garden City port and will take the depth from 42 feet to 47 feet, began in early October 2019. Jones Island is between Fort
Pulaski and Tybee Island.
The first phase, which included deepening the outer harbor from near Fort Pulaski National Monument to 19 miles into the Atlantic Ocean, was completed in March 2018.
The project has a benefit to cost ratio of 7.3 to 1 and Lynch said every foot of water depth equals another 200 potential containers.
“That’s a potential of another 1,000 exports per ship, so we know for a fact that there are customers that may not be using Savannah as much as they’d like to and enjoying the low cost of Savannah because of that limitation,” he said.
“We know that SHEP gives this incredible payback of 7.3 to 1 and I think when you see these numbers it puts it all in perspective, so this will eventually provide the continued saving for our customers and allow them to operate low cost
and that feeds back into the cost of goods, so this is just a great story and it’s all coming together.”
Lynch said August 2019 was the best on record and while this month probably won’t surpass that, he believes it will be close.
“Honestly it’s been much better than what we had anticipated,” he said.
Year-over-year shipping volumes for the month fell about 18% in March, 7% in April and 10% in May, 6.5% in June and 7% in July.
Lynch said in August they have a chance to be down only a couple of percentage points, if not break even.
“On our budget when we looked at where we thought August would fall we thought it would be more than 10% below last year, so we’re having a strong month,” he said.
Lynch said ocean carriers are also still calling for extra loaders, which are additional single vessels that are typically deployed during strong market conditions and don’t remain on the Port of call’s regular schedule.
“We’re hearing ocean carriers asking us about more extra loaders coming in September and October, so that’s a really good sign,” he said.
“The challenge is that both the west coast and the east coast, the vessels are 100% full, so that is slowing the supply chain down a little bit and customers are wanting to get their goods moved to inland locations as quickly as possible.”
The Mason Mega Rail is also playing an important role at the Port, Lynch said.
In the works for more than four years, the project will expand service to the Southeast and Midwestern U.S. and double the Port of Savannah’s rail capacity to 2 million twenty-foot equivalent container units per year.
The first nine of 18 new working tracks were put into operation in late May. The project will include a total of 129,000 feet when complete — or nearly 24.5 miles.
“We’ve got a ways to go with the build of the full project, but as of late June, early July we’ve been working it and the GPA team is doing a great job of loading cargo and discharging. That’s been very fluid,” he said.
“I think our customers, from what I can see, are taking advantage of it.”

Post- tropical cyclone Laura will move off the Mid Atlantic coast Saturday evening, then quickly move northeast Saturday night through Sunday. Please see the latest National Hurricane Center advisory on Laura, and mariners may need to consider avoidance
