CURRENT NEWS: Deepening begins for inner Savannah Harbor
After more than 20 years, the Savannah Harbor Expansion Project (SHEP) has entered its final construction phase, officials announced Monday.
“I’m grateful to stand before you today and deliver what I think amounts to the best news yet for the Savannah Harbor, and that is that the final construction phase for the Savannah Harbor Expansion Project
as of today our efforts begin on the actual deepening of the inner harbor,” said Col. Daniel Hibner, commander of the Savannah District, U.S. Army Corps of Engineers. He spoke to a crowd of local, state and national officials gathered at the Westin Savannah
Harbor Golf Resort and Spa.
The final stage will deepen the inner harbor, which consists of 22 miles in the channel from near Jones Island to the Garden City port from 42 feet to 47 feet. Jones Island is between Fort Pulaski and Tybee
Island.
The dredges will be in the inner harbor next week, Hibner said.
The first phase, which included deepening the outer harbor from near Fort Pulaski National Monument to 19 miles into the Atlantic Ocean, was completed in March 2018.
“Four years ago we stood atop Ft. Screven to announce the deepening on the outer harbor and we completed that effort on schedule, actually ahead of schedule, in March 2018, but today’s news isn’t just another
announcement about more progress. Deepening the harbor isn’t merely the next step, it is the final step,” Hibner said.
“The action of putting a dredge in these waters to deepen the channel is evidence that we have delivered on our environmental stewardship promises. A lot of mitigation work led to this moment and is still
being accomplished. We’ve proven that we can deliver on critical environmental demands, and now the remaining portion of this channel is on its way to 47 feet.”
Georgia Ports Authority Executive Director Griff Lynch called it a momentous day for not only the ports and the state, but also for the nation.
The project is expected to net more than $282 million in annual benefits to the nation and has a benefit-to-cost ratio of $7.30 for every $1 invested, according to the U.S. Army Corps of Engineers. The total
cost of the project is about $973 million.
“The U.S. Army Corps of Engineers has issued a contract to deepen the inner harbor, and we could not be more excited about that,” Lynch said.
The harbor deepening will allow larger cargo ships to call on the Port of Savannah with a longer tide window and with heavier loads of imports and exports.
“At the end of the day the Georgia Ports Authority’s effort, along with the Corps’, delivers a strong message that Savannah is prepared for growth and poised to maintain its role as a leader in global commerce,”
Lynch said.
″(In the outer harbor) all that material goes offshore to our offshore disposal area. The inner harbor is dredged with a different type of dredge. It’s a cutter suction dredge, and all that material will be
going off to our disposal areas, which are on the back side of Hutchinson Island in South Carolina,” said Senior Project Manager Spencer Davis.
The work isn’t expected to impact the GPA’s 37 weekly vessel calls, Davis said.
“Our dredgers understand that they’re working in an active navigation channel, so they will be in and out of the channel throughout the course of dredging making way for all those commercial navigation ships,”
he said.
The Norfolk Dredging Co. was awarded the $133.2 million contract for this phase of the deepening, and its dredging operations will continue around the clock daily. The deepening is scheduled to be complete
in early 2022.
Mitigation continues
A suite of mitigation features, accounting for more than half of the total SHEP price tag, are also not yet complete. In order to proceed with inner harbor dredging, the Corps was required to complete and
test part of an oxygen injection system that the Savannah Riverkeeper has dubbed “iron lungs” for the river.
The Corps deemed a success the river units placed on Hutchinson Island and tested in the spring. Analyses by environmental groups and the state of South Carolina agreed with the Corps’ conclusion, but only
for now.
Separate written comments from the the S.C. Department of Health and Environmental Control and the Southern Environmental Law Center, representing the South Carolina Coastal Conservation League, Savannah Riverkeeper
and the South Carolina Wildlife Federation, withheld final judgement on the controversial system. Both noted it will need to prove itself again after the harbor is deepened and when the hottest summer weather decreases the water’s ability to hold the oxygen
that fish and other river animals need to survive.
“Overall, it appears that the test run report shows that the Oxygen Injection System is capable of delivering oxygen to the river,” wrote SELC Senior Attorney Chris DeScherer. “However, we remain skeptical
that the system will effectively work in perpetuity to mitigate for the impacts of the project.”
Both DHEC and the conservation groups evaluated the results as part of a settlement agreement reached in 2013. That agreement spells out what the various parties can do if they disagree with the Corps’ assessment
of how well the oxygen injection system works, including reopening the lawsuit and revoking state permits.
DHEC was unable to determine whether the system worked satisfactorily and is reserving its judgment until summertime tests of the full system are completed after the inner harbor is deepened, wrote DHEC’s
Mike Marcus, chief, Bureau of Water.
