96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. All vessels must sumbit
USCG's H1N1 Flu checklist.

24 Hours - advance notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

The State Ports Authority said it needs more time to prepare the first
draft of a redevelopment plan for its Charleston cruise ship terminal and
adjacent property based on feedback it has received.

Some of the key recommendations from the public are:

• Develop an effective traffic management plan for cruise-related vehicles
and pedestrians

• Build a new terminal that effectively welcomes and manages visitors

• Consider view corridors, green space, and public-use areas in and around
the terminal

• Coordinate the plan with other area planning efforts

The suggestions were submitted as part of a public planning process for
designing a new terminal and redeveloping nine acres on Charleston Harbor
at the foot of Market Street.

The SPA and its consultants had hoped to present their first report in
January but that schedule is being pushed back.

"Based on the valuable input that we have received from the public, as
well
as the planning team's early analysis, the planning process schedule will
be adjusted to allow for some additional study and evaluation time," SPA
chief Jim Newsome said in a statement.

He said the revised schedule will be announced "as soon as it is
available."

The redevelopment plan calls for replacing the existing terminal, which is
almost 40 years old and must be brought up to date to meet federal
security
guidelines. There is no budget or timetable yet, but there is a need, as
the SPA's cruise business is picking up.

Beginning next spring, Carnival Cruise Lines will homeport its
2,056-passenger Carnival Fantasy in Charleston. Also, the 1,900-passenger
Celebrity Mercury will launch seven sailings from the downtown terminal in
2010.
