CURRENT ARTICLES: (06/07/18) - Army Corps sets aside $49 million to keep Charleston Harbor dredging project on track
The Army Corps of Engineers will include about $49 million in this year's budget to help pay for a project that will deepen Charleston Harbor to 52 feet, giving the Port of Charleston the East Coast's deepest
waterway.
The announcement was made Thursday by politicians who support the project, although the Army Corps has not officially released its spending plans.
While this year's budget amount is more than the $17.5 million set aside a year ago, it's still far short of the estimated $90 million per year the federal government must appropriate to keep the dredging
project on schedule.
South Carolina legislators this year approved a $50 million loan to the State Ports Authority to help cover the federal government's expected shortfall.
But Jim Newsome, the authority's president and CEO, has said lack of full federal funding as the dredging progresses could impact other capital projects the agency is planning. Those projects are geared
toward handling big container ships traveling through the expanded Panama Canal to East Coast ports.
"We need $90 million from them every year for three years to keep the project on schedule," Newsome said in April. "What we've seen on other projects is that when they are delayed, the cost goes up. Plus,
we need it. We're not deepening the harbor just for fun. The big ships are here now."
Newsome declined to comment on Thursday's announcement until after the Army Corps confirms its budget.
If full federal funding doesn't come through, "obviously, we have to put off expenditures," Newsome said. Among the possibilities is delaying the opening of a new container terminal on the former Navy Base
in North Charleston.
The $558 million Charleston Harbor project kicked off in March. It's one of several harbor deepenings at East Coast ports to accommodate container ships carrying 14,000 or more cargo boxes.
South Carolina legislators banked the state's $271 million share of the project's costs years ago. That money is being spent as the authority awaits federal funds.
The federal government is supposed to pay the project's remaining $287 million cost. But, even with this week's announcement, the feds have only contributed about $66.5 million.
South Carolina politicians applauded the latest Army Corps announcement.
"This is great news for the Port of Charleston and the state of South Carolina," said Republican Sen. Lindsey Graham. "Charleston Harbor deepening is about jobs — both today and in the future. With this
news we are one step closer to having the most dynamic port in the United States."
Gov. Henry McMaster said the Army Corps funding "may be one of the most significant wins for South Carolina this year."
"This gives South Carolina an immeasurable recruiting advantage for new jobs and investment while announcing to the world that this is the place to do business for generations to come," McMaster said.
The Army Corps last fall awarded two contracts to Great Lakes Dredge & Dock to start digging Charleston Harbor to a 52-foot depth, giving the Port of Charleston the deepest waterway on the East Coast.
The first contract, for $47 million, is to remove 6 million cubic yards of material from the harbor's entrance channel. The second contract — at $213 million the largest awarded by the local Army Corps
office — is to remove nearly 8 million cubic yards of material from the entrance channel. Work under those contracts is expected to take between 40 and 76 months. Additional dredging of the upper and lower harbors has not been finalized.
Deepest harbor bragging rights might be short-lived for Charleston. The Port of Virginia plans to dredge its harbor to 55 feet by 2024, and that state's legislature has set aside $350 million for the project.
Ports in Miami, New York-New Jersey and Baltimore have 50-foot depths at low tide, and the Port of Savannah expects to finish a $973 million dredging project in 2020 that will deepen its outer harbor to
49 feet and its inner harbor to 47 feet.
The Charleston ports authority is spending about $2 billion on projects to keep big container ships coming to the Port of Charleston, with Charleston Harbor deepening allowing those ships to visit the port's
terminals at any time of day regardless of tide. Other projects include a new container terminal, strengthening and refurbishing an existing terminal, and the purchase of new ship-to-shore cranes and other equipment
