<span-family:"Calibri",sans-serif">A packed town hall meeting last week at Jasper County Council chambers in Ridgeland gave citizens a chance to hear from the South Carolina Ports Authority about the lengthened timeline for the proposed Jasper Ocean Terminal.

<span-family:"Calibri",sans-serif"> 

<span-family:"Calibri",sans-serif">The meeting, hosted by state Sen. Margie Bright-Matthews, included ports authority president Jim Newsome, who said the port is expected to be complete between 2035 and 2037. When former Gov. Nikki Haley visited Jasper County two years ago, the port was expected to be ready by 2025.

<span-family:"Calibri",sans-serif"> 

<span-family:"Calibri",sans-serif">“All dates are indicative and based on assumption of growth,” Newsome said. “This is critical to the timing of every other asset that we build.”

<span-family:"Calibri",sans-serif"> 

<span-family:"Calibri",sans-serif">Newsome said the timeline has been extended in part because officials at the Charleston port have learned new ways to increase volume.

<span-family:"Calibri",sans-serif"> 

<span-family:"Calibri",sans-serif">“Based on the new way of stacking containers, we’ve revised our capacity to say we have 5.3 million (twenty-foot equivalent units) and can stack the containers higher and tighter,” he said. “We have also gained about seven or eight years’ worth of capacity in Charleston. Depending upon the global trade, capacity is estimated to be reached there between 2035 to 2037.”

<span-family:"Calibri",sans-serif">The S.C. and Georgia ports authorities are joint owners of the 1,500-acre port site. They have said the Jasper Ocean Terminal will be needed when the Savannah and Charleston ports reach capacity.

<span-family:"Calibri",sans-serif">Newsome said from 2005-10 about 40 percent of volume was lost in the port of Charleston and it is no longer expected to reach capacity by 2025. He said Savannah’s port gained volume during those years.

<span-family:"Calibri",sans-serif">“There was more involved than the recession; they tried to gain business and we did not,” he said. “Since 2010 when I joined the port, I am proud to say we have recovered that volume, and that’s critical to what we are talking about in the future.”

<span-family:"Calibri",sans-serif">The cost for the Jasper project, Newsome said, will likely be greater than the original estimate of $5 billion.

<span-family:"Calibri",sans-serif">“I am sure that it costs a lot more than $5 billion with construction and all costs going up,” he said. “This is a massive endeavor.”

<span-family:"Calibri",sans-serif">Newsome said infrastructure became the focus after a Wednesday meeting with various partners involved with the project.

<span-family:"Calibri",sans-serif">“The main thing I think we should focus on is there is no infrastructure to that terminal,” he said. “The infrastructure needed to support that terminal is severely lacking and what our suggestion here today is basically based on, is we need to focus our attention now to getting that infrastructure ready so we can open that terminal.”

<span-family:"Calibri",sans-serif">He said substantial work is needed on South Carolina’s road and rail infrastructure, beginning immediately.

<span-family:"Calibri",sans-serif">“I think this is a 20-year effort and it would be an investment of in excess of $1 billion, keeping in mind the Georgia Ports Authority cannot invest in South Carolina infrastructure,” Newsome said. “What we decided upon (Wednesday) is the Jasper project office efforts for fiscal year 2019 will be in testing infrastructure and seeing what it will take to build a terminal.”

<span-family:"Calibri",sans-serif">Newsome said the $1 billion price tag is a reasonable estimate and he asked everyone involved to pull together, including Jasper County Council, the Jasper County legislative delegation and other officials.

<span-family:"Calibri",sans-serif">“I can say today I feel the best I have felt in eight years about the joint willingness to build this terminal,” he said. “Admittedly, this is not the time frame that anyone here was hoping for, but I feel it is doable. Infrastructure is critical and where we have to focus our efforts.”

<span-family:"Calibri",sans-serif">Matthews told the crowd she attempted to secure funding for the Interstate 95 Exit 3 project in Hardeeville from the State Infrastructure Bank on several occasions before she was notified there had been a change to the timeline. She said each year there has been an effort to keep the permitting process going.

<span-family:"Calibri",sans-serif">“I had to speak to Mr. Newsome to get an understanding of why the date changed,” she said. “All I heard was we didn’t need Jasper and that they were going to expand Charleston’s capacity. He had to show me the information because I had felt once again we had been kicked.”

<span-family:"Calibri",sans-serif">Matthews said there had been talk in the Legislature that $5 million requested for the port would instead be directed to Charleston. She said Sen. Tom Davis asked that it be brought back up again in the Senate.

<span-family:"Calibri",sans-serif">After Thursday’s meeting Newsome said last year the S.C. Ports Authority asked for $2 million that was not funded, so it put in $2 million of its own funds. This year it requested $5 million, a $2 million reimbursement from last year, plus $3 million.

<span-family:"Calibri",sans-serif">“Through the Senate, we got notification (Thursday) that the $5 million request would be honored as a Jasper port request,” Matthews said, though the measure has not been voted on as of yet.

<span-family:"Calibri",sans-serif">Ridgeland Mayor Joey Malphrus asked Matthews if there is a timeline for beginning work on infrastructure.

<span-family:"Calibri",sans-serif">“We have requested the $5 million and then the timeline will also depend upon the federal dollars that would be needed as well as assistance from our U.S. senators and representatives,” Matthews said.
