Mariners are advised that on March 29th, 2018 the M/V ZHEN HUA 18 (IMO 8026921) will be delivering two new ship-to-shore container cranes to Berth Eight at the North Carolina State Port Authority (NCSPA) facility located on the Cape
Fear River, Wilmington, North Carolina. The combination of the size of the cranes, the limitations on maneuverability in the Cape Fear River, and the need to provide for the safety of the M/V ZHEN HUA 18, other vessels, and persons in the vicinity necessitates
the temporary restriction of all (recreational and commercial) vessel movement.
To ensure the highest level of safety, the Captain of the Port will issue a temporary safety zone enforced for approximately five to seven hours on the day of the M/V ZHEN HUA 18's transit. The safety zone will include all navigable
waters of the Cape Fear River from the International Regulations for Prevention of Collisions at Sea, 1972 (COLREGS, 72) Demarcation Line drawn from Oak Island Light House to Bald Head Island Abandon Light House noted on NOAA chart 11537 and proceeding north
up the Cape Fear River from shore to shore to the Cape Fear Memorial Bridge, a length of approximately 26 miles. This includes the portion of the Atlantic Intracoastal Waterway on the Cape Fear River from Snows Cut to Southport. The safety zone will be enforced
until the M/V ZHEN HUA 18 is safely moored at the NCSPA facility. Due to the size of the cranes, their stowage arrangement during the transit to NCSPA and the narrow width of the Cape Fear River, no vessel will be authorized to moor, transit, or remain within
the river while the safety zone is in effect. Vessels moored at facilities south of and including Berth One of NCSPA must depart the safety zone area prior to 12:00 a.m. (midnight) on March 28th, 2018.
A second safety zone will be enforced for approximately two to four hours on April 1st and April 3rd, 2018 for the offload of the Post-PANAMAX cranes. The zone will include all of the waters within a 200 yard radius around the M/V ZHEN
HUA 18 while moored at Berth Eight. Vessel traffic south of NCSPA will not be impacted.
In case severe weather or other conditions prevent the safe transit of the vessel the alternate dates are March 30th, 31st, April 1st, 2nd, or 3rd, 2018.
