CURRENT ARTICLES: (03/30/17) Legislators ready to take up Charleston ports board replacements, one day after Quinn payments halted
One day after State Ports Authority board members Pat McKinney and Mike Sisk voted to suspend the maritime agency's monthly payments to embattled political consultant Richard Quinn, state legislators are
moving forward with plans to replace the two men.
A joint legislative commission that provides oversight to the SPA on Thursday scheduled a meeting for next week to advance Gov. Henry McMaster's nominations of SCANA Corp. executive Kenneth Jackson and
environmental lawyer William Jones to the maritime agency's board of directors.
They would replace McKinney and Sisk, whose terms have expired. McKinney and Sisk continue to serve on the board until their replacements are confirmed by the Senate.
The joint commission, which determines whether the governor's picks are qualified to serve, is tentatively scheduled to meet at 11 a.m. Tuesday, according to Sen. Larry Grooms, R-Charleston, who chairs
the group.
The commission last week delayed making a decision on the appointees after an investigation into state government corruption widened to include payments the SPA has made since 2009 to Quinn's public relations
firm, First Impressions Inc. 1st Circuit Solicitor David Pascoe, the investigation's special prosecutor, subpoenaed the SPA's records related to Quinn earlier this month.
"The (commission's) House members have informed me that they are now ready to vote," Grooms said on Thursday.
An expected favorable vote by the commission would move the nominations forward to the Senate Transportation Committee, which is tentatively scheduled to meet on Wednesday. If that committee confirms Jackson
and Jones for the board, the nominations would go before the full Senate for a final vote.
That timeline means Jackson and Jones could be seated on the SPA's board in time for the maritime agency's next meeting on April 19.
It also means the suspension of payments to Quinn's firm could be short-lived. McKinney and Sisk are two of the five board members who voted Wednesday to halt Quinn's monthly retainer fee. Their replacements
could swing a new vote in favor of restoring the payments.
McMaster has sought to replace former political rival McKinney since he ascended to the governor's post following Nikki Haley's resignation on Jan. 24 to become United Nations ambassador. McKinney unsuccessfully
ran against McMaster in the primary race for lieutenant governor in 2014 and he has been critical of work that Quinn — a McMaster ally — has done for the SPA.
McKinney refused to resign his board seat after Trey Walker, McMaster's chief of staff, asked him to do so in late February.
On Wednesday, McKinney successfully led the effort to suspend the SPA's monthly $8,100 payments to Quinn during a special meeting that exposed a contentious division between McKinney and Bill Stern, a fellow
board member and a Quinn ally.
"You have bitterness against the governor and against Richard Quinn, and this is some type of retaliation against them," Stern told McKinney, who denied any personal vendetta.
Sisk said his decision in the 5-3 vote to suspend the Quinn payments was not personally or politically motivated.
"I have absolutely zero against Gov. McMaster," Sisk said Wednesday. "This is not about Gov. McMaster. I respect his opinion and his decision not to reappoint me."
Jackson, the SCANA vice president and McMaster nominee, said during last week's commission hearing that the Cayce-based holding company and parent to South Carolina Electric & Gas also conducts business
with Quinn's firm.
“I, from time to time, will talk to Mr. Quinn about what his thoughts are on how we are getting our message out to educate our customers about the (V.C. Summer nuclear) project and how valuable that project
is to our state going forward," Jackson told legislators.
Jackson said Quinn has a year-to-year contract to do opinion surveys for SCANA and also serves in an “advisory capacity.” Jackson added that he has a role in determining whether SCANA renews Quinn's contract
each year.
Jones, the environmental lawyer nominated by McMaster, said he has no relationship with Quinn or his businesses
