48 Hours - advance receipt of crew list by Immigration for any vessel arriving from a foreign port, or arriving coast wise with detained crew.
24 Hours (minimum) - Foreign cargo must have manifest submitted to Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance

(3/10/16) Titan America ends effort to build Castle Hayne cement plant
CASTLE HAYNE -- Titan America Thursday announced that it was pulling the plug on its proposed cement plant in Castle Hayne.
The company, in a release, said that “project economics no longer support the construction of a cement plant.”
“Our decision to suspend construction on the cement plant in Castle Hayne is driven by basic project economics,” Bill Zarkalis, Titan America’s CEO, said in the release. “The pace of demand
growth in the specific markets does not seem adequate to justify the addition of substantial new production capacity -- more so because the costs to construct a new cement plant in the United States have risen substantially in the past few years.”
Titan’s proposed plant and quarry has been a hot-button issue since the company first announced its intentions to build a new facility on the grounds of the old Ideal Cement plant on the banks
of the Northeast Cape Fear River in 2008.
Critics have included environmentalists, worried about the impact on the region’s air and water quality, and county residents angry about New Hanover giving the company $4.2 million in incentives
-- later withdrawn -- to invest in Castle Hayne and create 160 jobs. The state also offered to pitch in $300,000 in incentives.
The company said the proposed project would bring high-paying jobs and a viable, sustainable tax base to the county.
