FEDERAL, STATE & LOCAL FILING REQUIREMENTS:

96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S.
flag arriving with foreign cargo aboard.

24 Hours - advance notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

Coast Guard commandant to visit Charleston

The commandant of the U.S. Coast Guard is visiting South Carolina.

Admiral Thad Allen is visiting Detyens Shipyard in North Charleston on
Thursday. That's where two high-endurance Coast Guard cutters are
undergoing maintenance.

The Gallatin and Dallas went into dry dock last month and were taken out of
the water for maintenance on their hulls.

Both vessels are more than 40 years old and have suffered excessive
corrosion and other problems.

Most of the fleet's cutters are about that old. Allen has said the aging of
the fleet has meant increasing maintenance costs for the Coast Guard and
lost operational days for the vessels.
