<span-size:8.0pt;font-family:"Courier New"">The Georgia Ports Authority board, meeting Monday on Jekyll Island, heard more good news — and a cautionary note — from Executive Director Curtis Foltz.

<span-size:8.0pt;font-family:"Courier New"">“Container volumes were surprisingly strong in August, setting a new record for the month and signaling the resilience of the market during a normally slow period,” Foltz told his board.

<span-size:8.0pt;font-family:"Courier New"">The GPA moved 315,175 TEUs — or 20-foot container units — last month and a total of 639,416 for July and August, 7.3 percent higher than the first two months of fiscal 2015. For the calendar year, container volumes were up 16.6 percent.

<span-size:8.0pt;font-family:"Courier New"">At least part of that is due to the port keeping more of the cargo that was diverted from the West Coast than was anticipated during an unsettled labor issue.

<span-size:8.0pt;font-family:"Courier New"">“There were, of course, some shippers that needed to return to West Coast ports for a variety of reasons,” Foltz said. “But, as the dust settles, it has become clear that we are going to permanently retain a higher percentage of diverted cargo than I expected.”

<span-size:8.0pt;font-family:"Courier New"">Foltz attributed the shift to the quality of services provided by GPA, even while dealing with some 500,000 additional containers during the height of the diversion.

<span-size:8.0pt;font-family:"Courier New"">“If you look at the global economy, there’s not much to cheer about right now,” Foltz said. “But the effect this uncertainty will have on international shipping remains to be seen.

<span-size:8.0pt;font-family:"Courier New"">Breakbulk cargo also was up for the beginning of the fiscal year, with GPA reporting an increase of nearly 4 percent. Ocean Terminal in Savannah had the strongest growth — more than 10 percent — with increases in autos, wood pulp, machinery and rubber.

<span-size:8.0pt;font-family:"Courier New"">Liquid and dry bulk experienced significant decreases, Foltz reported, down nearly 24 percent for the first two months of the years. The lower volumes were due to decreased dry bulk at East River terminal in Brunswick, which was limited due to a fire that occurred in July, and lower liquid vegetable oils handled in Savannah.

<span-size:8.0pt;font-family:"Courier New"">Revenue for the first two months was $60.5 million, nearly 8 percent higher than the same period last year. Expenses for the year were favorable to budget, due mostly to lower fuel and benefit costs combined with productivity improvements, Foltz said.

<span-size:8.0pt;font-family:"Courier New"">Also at its Monday meeting, the board approved expenditures of up to $12.6 million for Phase 3 of Savannah’s yard crane electrification. The first two phases have been completed with a total of 19 rubber-tired gantry cranes — or RTGs — operating on electricity. Construction of the third phase will add four container rows, using 16 additional electrified RTGs. The electrified RTGs reduce diesel consumption by 95 percent per crane.

<span-size:8.0pt;font-family:"Courier New"">By summer 2016, electrified RTGs will make up 25 percent of the GPA crane fleet.

<span-size:8.0pt;font-family:"Courier New"">• Foltz reported that the contract for the Dissolved Oxygen Injection System — a major mitigation piece of the Savannah Harbor Expansion Project — is under review by the U.S. Government Accountability Office due to a contractual protest, apparently by a losing bidder.
