<span-size:8.0pt;font-family:"Courier New";color:#1F497D">It may not be the best-known of Savannah’s coastal isles, but Cockspur Island has played an important part in the area’s history and commerce since the founding of the Colony in 1733.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">Strategically located just inside the mouth of the Savannah River, the jut of land that separates the river’s north and south channels is home to Fort Pulaski National Monument, lends its name to Georgia’s smallest lighthouse and serves as a base for both Coast Guard Station Tybee and the Savannah River Pilots.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">Because Cockspur is federal land, the river pilots — who have been operating from the island for the better part of 70 years — lease their property from the National Park Service, part of the U.S. Department of the Interior.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">For most of that time, the lease had been offered in one- or two-year increments, leaving the future of the pilots’ home base in question. Former U.S. Rep Jack Kingston resolved that issue by introducing a bill that would allow the lease to be set for 10-year periods.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">The 2016 Interior Appropriations bill, debated last week on the House floor, would allow the National Park Service to increase the river pilots’ lease on Cockspur Island from $18,000 annually to as much as $180,000 annually.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">It’s a proposal that could drastically increase costs for the harbor pilots and cause operational problems at the nation’s fourth-busiest container port, said Kingston’s successor, U.S. Rep. Buddy Carter.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">“It is unacceptable that the Park Service is attempting to increase the bar pilots’ lease as much as tenfold, threatening to force them off Cockspur Island,” Carter said. “The bar pilots have navigated large ships through the Savannah River from Cockspur Island since the 1760s and have maintained a working relationship with the Park Service since 1940.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">The Savannah River pilots — also called “bar pilots” because they guide ships around the dangerous sand bars in local waters — have been part of the commerce of the river since 1768, when William Lyford established a pilot house on Cockspur to help ships from England carrying lumber, cattle, hogs and poultry navigate the shallow, muddy waters of the Savannah River.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">In 1864, the Savannah Pilots Association was formally organized to emphasize the city’s commitment to developing Savannah as a port city.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">Today, Savannah is the second largest container port on the East Coast and the fourth largest in the nation, making the role of the river pilots even more critical. By law, every cargo ship above 200 gross tons — which is nearly all of the more than 2,000 ships that call on the port every year — must have a bar pilot on board.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">To meet this requirement, the pilots association built a residence and docking facilities on Cockspur, where pilots stay when on duty.

<span-size:8.0pt;font-family:"Courier New";color:#1F497D">When a ship calls, pilots are ferried out on speedy pilot boats about 12 miles into the ocean, where they board the waiting vessel and guide it around the bars and other shallow areas of the river. The process is reversed for ships leaving the port.
