Cruising into Mount Pleasant?

A few years ago Mount Pleasant Town Councilman Gary Santos dreamed up a
huge idea: Why not move the downtown Charleston cruise ship terminal across
the river?

He invited officials from the State Ports Authority, which owns and
operates the facility, and Patriots Point, where Santos envisions
relocating the terminal, to meet next week with other community leaders.

Santos works as port manager for Inchcape Shipping Services and handles
several cruise line customers.
The State Ports Authority's passenger terminal. A Mount Pleasant town
council member wants the terminal moved to Patriots Point.

"They love Charleston, but they hate that passenger terminal," he said.

So Santos envisions a multiuse facility just north of the aircraft carrier
Yorktown, where visiting warships or tall ships could also call. When not
filled with travelers, the passenger terminal could convert to a waterfront
convention center, he said.

His idea comes at a time when the SPA is finalizing its request for
proposals from engineering firms to update a portion of the Union Pier
Terminal master plan for the nine acres surrounding the passenger facility.
It was unclear whether SPA interim chief executive John Hassell plans to
attend Santos' meeting on May 22.

SPA spokesman Byron Miller said agency officials did not know the meeting
next week concerns moving the existing operation from the peninsula.

"As we remain committed to our redevelopment effort with the city and the
cruise presence here, it is through property the ports authority owns and
property that is so well-suited to serve our current and future cruise
customers," he said. "We do not have any plans to abandon and walk away
from that resource."

Charleston Mayor Joe Riley said he plans to send a representative to the
meeting but also did not know the purpose was to discuss moving the
terminal out of Charleston.

"We certainly support the continuation of the cruise ship business in the
peninsula and in the location where it has been," he said. "It's an ideal
location for cruise ship passengers because they can disembark, and they're
connected as pedestrians to the historic district, to the Market and to
other parts of the central business district."

College of Charleston hospitality and tourism management professor John
Crotts, who served on a city-organized cruise task force several years ago,
said he instead sees the result as "having dual hubs of tourism."

"There's a higher value use for that site at the end of the Market for
Charleston," Crotts said.

One of the preliminary master plans for Patriots Point's redevelopment
included a cruise facility. The beleaguered attraction, faced with sinking
warships and financial woes, could benefit from the added foot traffic and
lucrative leasing that would come with cruises.

Interim executive director Dick Trammell said he supports Santos' proposal,
or at least giving it a hard look.

"The secret to the success of the museum is people," Trammell said. "Every
time a cruise ship comes into Charleston we benefit from it. There are
people who travel all the way over here by water taxi or taxi just to visit
the Yorktown."
