Charleston ports CEO weighs in on West Coast shipping snarls

The biggest consumer spending spectacle kicks into overdrive this week. It starts Friday for most shoppers. Or Thursday, for those who have the stomach for it.

For on-edge retailers, this holiday season is already memorable - and not in a holly-jolly kind of way.

Transportation snarls at the West Coast's big ports, from Seattle down to Tinseltown, have forced merchandisers of all stripes to come up with backup plans for their Christmas shipments.

The problem is particularly acute in Southern California, where a shortage of truck trailers, along with prolonged labor-contract talks and suspected deliberate work slowdowns, have been blamed on mounting congestion-related delays at the mammoth gateway ports of Los Angeles and Long Beach.

The gridlock is so bad that some ocean carriers are tacking on surcharges of up to $1,000 a container on all Asia shipments to the U.S. West Coast. Taiwan's Evergreen has dumped both L.A. and Oakland from a key East-West rotation, citing lengthy berthing delays and the need "to preserve schedule integrity."

The Journal of Commerce weighed in on the logistical logjam in a recent cover story. The headline: "Crisis in LA, Long Beach." A columnist for the respected trade publication called the dysfunction "a meltdown of historic proportions, and that's no exaggeration."

We're OK

For Jim Newsome, it was an opportunity last week to key off the left coast maritime mess and remind his bosses that the Port of Charleston and its Southeast rivals like Savannah aren't in the same boat. Not by a long shot, in Newsome's view.

"Our ports work," the State Ports Authority CEO said before a board meeting Wednesday. "Our ports are working very well right now. We don't have congestion issues. We don't have performance failures like you're seeing in the Northeast, like your seeing on the West Coast."

Newsome, a former shipping line executive, wasn't beating his chest - well, maybe just a little, deep down inside. But he was far from giddy. After all, his job, and by extension a big chunk of the South Carolina economy, relies on moving goods efficiently between distant lands separated by vast oceans.

"I don't like to see any gateway not perform well," Newsome said. "I don't think that's healthy. On the one level, it doesn't help people's confidence in an international supply chain. So you can picture that you're in Target and all this happens in the U.S., and you have some executive ... saying, 'Wait a minute. I'm sourcing all this stuff in China ... and I'm seeing all this stuff getting hung up on the West Coast. Maybe I should source domestically instead.' That's not good for the industry, in my mind."

That would be the big picture. The short view is slightly less benevolent.

"But from a competitive viewpoint? Yeah, we benefit as long as we work and the others are having problems and people look at doing different stuff," Newsome said. "So there are two levels."

He didn't emphasize the latter point at Wednesday's SPA board meeting. Instead, he pointed to a couple of slides that played up the Port of Charleston's long-established track record for being productive and reliable.

"That's our calling card to the shipping industry," Newsome told the board.

Of particular note this year, he said, was an April 1 vessel turn at the Wando Welch Terminal in Mount Pleasant, where crews loaded and unloaded an impressive 2,000 containers and sent the ship on its way in 20 hours.

The best model

Granted, Charleston is no L.A., where 10,000-box megaships are commonplace. But their ports differ in another, more subtle way that, as Newsome sees it, gets at the "crux" of the California congestion, beyond short-term equipment shortages and prolonged labor talks.

In real estate terms, Los Angeles and Long Beach are essentially landlords. They rent their harbors and commercial dock space to more than a dozen shipping lines that have little if any interest in playing nice for the common good.

The SPA, on the other hand, has stuck to its knitting year in and year out, resisting calls to cash in and privatize its stodgy, state-run, owner-occupied port system.

Newsome conceded the South Carolina way cuts against most free-market instincts.

"It doesn't sound logical," he said. "But our public-sector operating model, where we control essentially the product and the gateway - that's the best model. That is proven to be the best model - if you believe efficiency and productivity and costs are indicators of what's a good model."
