EPA aims to reduce ship emissions

In a move welcomed locally by both environmental activists and the State
Ports Authority, the federal government aims to create a 230-mile
emissions buffer zone around the nation's coastlines to improve air
quality.

The new program announced in New Jersey by Environmental Protection
Agency Administrator Lisa Jackson calls for ships that operate in the so-
called "emissions control areas" to use fuel with a maximum sulfur
content of 1,000 parts-per-million beginning in 2015. Also, new ships
would be required to use advanced emission-control technologies beginning
in 2016.

Ship fuel currently contains about 40,000 parts-per-million for sulfur,
according to EPA senior press officer Cathy Milbourn.

Sulfur content is directly related to the soot, or pollution, emitted
after fuel is burned.

Nancy Vinson, program director for the Charleston-based Coastal
Conservation League, called the EPA's move "long overdue."

"Shipping traffic is predicted to double or triple, and already people
who live around ports have significantly increased rates of cancer, heart
disease and stroke," she said. "I hope the economic situation won't allow
this to be delayed."

EPA officials estimated the standards would raise the cost of
transporting a 20-foot-long shipping container by about $18. The agency
estimates the total cost to be $3.2 billion in 2020.

Charleston, according to the most recent EPA data, meets federal
standards for both ozone and particulate matter. The SPA last month
launched a public-private rebate program, supported by federal funding,
to help make trucks cleaner.

SPA spokesman Byron Miller said Monday's announcement was not much of a
surprise for the maritime industry because Congress passed a bill last
summer under which the United States would join in an international
treaty to reduce pollution from ships.

"It's generally understood and anticipated that ocean-going vessels are a
source of transportation-related emissions, and efforts to reduce those
are supported here by the port and international shipping community," he
said.

The EPA is under a federal court order to issue regulations to reduce
emissions from oceangoing ships by December.

The agency made its proposal Friday to the International Maritime
Organization, a United Nations agency responsible for safety, security
and pollution prevention in international shipping. No country previously
has asked the organization for an emissions-control area.

The EPA estimates the buffer would spare more than 8,000 lives in the
United States and Canada each year by 2020. The standards would cut
sulfur in fuel by 98 percent, particulate matter emissions by 85 percent
and nitrogen oxide emissions by 80 percent, when compared with current
regulations.

The IMO will begin reviewing the proposal in July with approval possible
as early as next year.
