Charleston Expansion Advances – Major Construction Project Out for Bid



Charleston, SC – A major new construction project for the South Carolina
State Ports Authority’s (SCSPA) new facility at the former Navy Base in
the Port of Charleston is now out for public bid.



The SCSPA is seeking bids for the construction of a 5,000-foot-long
containment structure built out approximately 850 feet from the existing
shoreline to the main shipping channel. Working from the waterside, crews
will dredge approximately 880,000 cubic yards of material, install the
steel pipe and sheet pile wall and construct a rock berm of approximately
290,000 cubic yards of rock. The containment structure will be built in
preparation for the placement of fill material in the tideland area of
the new, 280-acre container terminal.



The containment wall project is expected to cost approximately $60
million, but competitive bids are anticipated. Fourteen companies have
placed their names on the pre-bid list. The project will be funded
internally by the SCSPA without entering the credit market at this time.



“This signals to our customers that, while we’re being mindful of the
current state of trade, we are focused on the long term success of the
Port of Charleston,” said John F. Hassell III, interim president & CEO of
the SCSPA. “With port expansion at the Navy Base, along with other
capacity enhancements, Charleston will be able to handle growth for many
years to come.”



Construction of the containment wall is expected to begin in the summer
of 2009 and take 15 months to complete. The project is an essential next
step to ensure that the terminal’s first phase stays on schedule for a
2014 completion, which also coincides with the opening of the new, larger
locks at the Panama Canal.

Groseclose to receive $132,000 after quitting SPA

Former ports chief Bernard Groseclose will receive $132,000 in severance
pay and up to $4,000 for health insurance under the terms of a separation
agreement he signed Friday.

He will also get a free trip overseas to attend a business conference.

Groseclose’s employment agreement, signed Dec. 30, 1998, calls for him to
receive a severance payment of half of his annual base pay upon his
resignation. He was making about $264,000.

Groseclose will receive the first $66,000 of his severance pay on
Wednesday, the day he officially resigns, as spelled out in the
separation agreement. The remaining $66,000 will be paid to him in
installments of $13,200 on the first day of each month between April and
August.

On Jan. 20, Groseclose abruptly stepped down from his role as head of the
S.C. State Ports Authority. Groseclose and board members said he resigned
willingly. It has been a trying time for the ports authority, with
container traffic down and Maersk Line, its largest customer, threatening
to leave Charleston in 2010. Discussions are underway to keep the Danish
company here.

Though he is on leave from his duties, Groseclose remains an SPA employee
until Wednesday.

The SPA board has also agreed to pay Groseclose a monthly stipend of
$653.22 for six months to make up for the difference between what he
currently pays for the SPA’s group medical plan and what he would be
required to pay to extend that coverage under COBRA.

The SPA has agreed to pay a maximum of $3,919.30 for extended health
benefits, but only if, and to the extent, he elects COBRA.

In the agreement, the board also waived a section of Groseclose’s
employment contract that would have barred him from working for a
competing port for at least two years. That timeframe was dropped to six
months.

However, he is barred from soliciting or hiring any SPA employees for at
least two years.

The board has also agreed to pay his lodging, airfare and registration to
a business meeting of the International Association of Ports and
Harbours. There is a meeting scheduled for March in Singapore and one for
May in Genoa, Italy. The SPA had prepaid for certain expenses that are
non-refundable, so Groseclose will be allowed to attend “in lieu of
forfeiting these prepaid expenses,” the agreement reads. The agreement
does not specify which meeting he is attending.

Groseclose, however, will not be representing the SPA, and will pay for
other expenses, such as meals.

The board and executive management also agreed not to disparage
Groseclose. He, in turn, agreed not to disparage them.

On behalf of the board, the agreement was signed by SPA board chairman
David Posek. In offering the package, he thanked Groseclose for his years
of service.

OOCL will slash capacity by 25 percent, the ocean carrier’s parent
company Chairman C.C. Tung told Reuters.
Tung said he expects the firm’s container traffic to fall 20 percent
to 30 percent in early 2009, and that it may take two to three years for
the industry to see positive growth. Tung also said OOCL won’t renew
contracts on 13 or 14 chartered vessels that are due to expire this year.

OOCL has been active in service suspensions along with its Grand
Alliance partners and those in the New World Alliance. The two alliances
stopped a Black Sea/Asia service earlier this month, and the Grand
Alliance members halted an Asia/Europe string in January.
