How Bernard S. Groseclose Jr. got it wrong (and what we can learn from it)
PointBlank Everyone called him “Bernie,” and yet his name always appeared in formal port publications as Bernard S. Groseclose Jr.
A minor thing, but it starts there.
Perception is powerful — far more so than reality.
And the perception was that Bernard was the stuffy type you assume preferred martinis to beer and probably had soft hands. That’s dandy if you are the CEO of a toilet paper company, but the waterfront is a calloused-hands, working man’s business.
Those who called him Bernie and knew him in a more personal setting would defend him as misunderstood. He tried to reach out — speaking to civic organizations all around town — but fought a losing battle, they argue.
At the recent 75th anniversary celebration of the Propeller Club, I sat beside a woman in the shipping business who said she had at first assumed Bernard was unapproachable. After becoming acquainted with him, she changed her mind about Bernie.
But for a dozen years, the vast public knew the public face of the S.C. State Ports Authority as Bernard S. Groseclose Jr.
What he had — and what the SPA continues to have — is a supersized public relations problem.
For that, Groseclose is not all to blame — if he is to blame at all. He was a product of the culture, evidenced by the way he was ushered into his position in 1996 and out of it in 2009: in secret.
Groseclose reportedly (I wasn’t here) assumed the role after the only public advertising for the position was posted inside the SPA headquarters. When he resigned, it was during a closed-session meeting of the board. There was no public vote to accept his resignation (perhaps because it has yet to be finalized) or to name his interim replacement.
The SPA board is not known for its candor. It prefers to make big decisions behind closed doors, shutting out the media (generally just two reporters) and the public that doesn’t even bother showing up.
In June, for instance, the SPA board approved a $160 million budget for the 2009 fiscal year without any public debate whatsoever.
As history has revealed, the port is wrong to assume it can do whatever it wants, when it wants. And yet, somehow — all these years after the Global Gateway project failed to impress Daniel Island or the rest of the region — it doesn’t seem to have heeded this lesson.
The SPA was/is wrong to discount Dana Beach & Co. as just a few nutty environmentalists. It was wrong to discount the unions and then expect the local chapters of the International Longshoremen’s Association to play along when Maersk Line asked for concessions at the workers’ expense.
It was wrong to accept bonuses in 2008 — with Groseclose getting the biggest one at nearly $28,000 — when most other businesses in the world, including those that make up the local maritime industry, were tightening their belts.
And it could not be more wrong — I mean, it’s so wrong, the SPA board is the hands-down winner of this week’s Wrong Award — to consider tacking even more incentives onto the already lucrative six months’ separation pay owed to Groseclose under a contract penned in 1998. The former chief executive (who, by the way, is still technically an SPA employee but on leave) stands to gain at least $132,000 under that deal. While some might argue the merits of parting on amicable terms, why is it that the SPA board feels the need to send him out in a golden parachute — especially since Groseclose jumped off willingly? That is, if you believe the board members’ claims they did not push him.
Right now, the SPA could have the keys to both turning this recession on its head and to curing cancer and I’m not sure anyone would buy it. That’s unfortunate, given all the issues up in the air — including construction of a new terminal on the former Navy Base and ongoing discussions with Maersk Line aimed at persuading the company to stay in Charleston.
Groseclose’s resignation has presented the SPA with opportunities. This is an opportunity to change the SPA’s relationship with the community. This is an opportunity to help people understand the port’s vital role to economic development in South Carolina. This is an opportunity for the SPA to become more open and inclusive with its decision-making. This is an opportunity to shut up busybody politicians, some of whom are using the port to deflect their own inability to govern through a recession.
It would be a shame if the SPA squanders it all.
