Apparently, it's good to be the port.
They must have a time machine down on Concord Street because the State Ports Authority is living in the past — a magical, pre-economic meltdown land of bonuses and golden parachutes. How else do you explain the decision to spend weeks mulling over a severance package for a guy who just quit?
That is the question several influential lawmakers and Gov. Mark Sanford had when they heard State Ports Authority Chief Executive Officer Bernard S. Groseclose Jr. resigned earlier this week but will be eligible for a number of nice parting gifts.
The governor's office, displaying its typically reserved and stoic manner, declared the idea "crazy." Related story

"Given the economy, and the fact that the state is laying off employees, it sends a terrible message," said Joel Sawyer, the governor's spokesman.
Sanford, in fact, called board members (whom he appoints) and told them they need to reconsider, stop and read a newspaper, check their investments, take a look at the Dow.
But see, Groseclose's contract suggests he gets half a year's salary if he leaves, among other little perks. Half of Groseclose's salary is $132,000 — or about three good teachers.
And the board is allegedly considering giving him more.
Like a private business?
This is not really about Groseclose, a nice guy who donates his time to the International Center for Birds of Prey board. It's about the culmination of a long series of bizarre news out of the State Ports Authority.
In the last year, BMW has announced plans to divert a good number of its cars to Brunswick, Ga.; the Maersk Line announced it would leave the port; and the SPA gave out more than $500,000 in bonuses to employees. Add that to the problems with the Global Gateway, the snafus with the Veterans Terminal in North Charleston, and all of the sudden a pattern forms. Things are kind of screwy on the waterfront.
The board of course has defended its decisions, and those bonuses. And make no mistake, profits are up at the port. But the casualty, said Senate President Pro Tem Glenn McConnell, is the state's economy. He said the port won't pursue business opportunities unless they are lucrative to the SPA, without stopping to consider how it might help the rest of the state.
"The business is off, but they are still making money because they have a monopoly," McConnell said. "They are supposed to be an economic development generator, but they are acting like a private business."
Not the way it works
As usual, there are about half a million rumors floating around: Groseclose was given the choice to resign or be fired; he astutely read the writing on the wall and quit in the middle of his evaluation. Some people say they are trying to make him the fall guy, whether he deserves it or not.
"If he quit, he's not supposed to get anything," Sen. Robert Ford said.
But apparently a contract is a contract, and Groseclose may indeed walk with a hefty severance package. If he was forced out, maybe a case could be made that he deserves something.
As a result of all this, McConnell says the General Assembly will next week begin debating legislation to open the books at the SPA, maybe even require more qualifications for its board members.
Whether Groseclose gets a severance package or not, the Legislature is going to beat on the SPA like a piñata.
