Retired port executive addresses tough issues By Allyson Bird (Contact) The Post and Courier Friday, January 16, 2009 Ron Brinson Speaking before a packed Charleston Motor Carriers Association lunch meeting, retired port executive Ron Brinson touched on all the hot-button issues facing the local maritime community: losing big business, re- examining leadership and casting blame.
Port concerns became public problems recently after the world's largest container carrier and Charleston's biggest customer, Maersk Line, announced it would depart. The Danish company, saying it was unable to negotiate cost-saving concessions, plans to begin pulling services in the coming months and to leave Charleston completely by the end of 2010.
Brinson, who served as chief executive of the Port of New Orleans and of the American Association of Port Authorities, stressed Maersk's importance in the community. Aside from its direct local economic impact, the company serves as a primary maritime connection to military efforts in the Middle East and leads the industry in air quality improvements, according to Brinson.
'Maersk is very much a part of the United States and very much a part of our public interest,' he said.
He described a similar situation in Long Beach, Calif., in 1999 when Maersk asked for concessions as rival port Los Angeles lingered in the background. Suddenly, booming Long Beach lost about 25 percent of its business to a neighbor port, Brinson said.
Charleston stands to see similar impact with suspicions that Maersk will head to a nearby competitor such as Savannah. Brinson warned that getting emotional about the situation changes nothing.
'This community values its business, but at the end of the day, it's just that: It's business,' he said.
In Charleston, unions take much of the heat, because Maersk blamed the International Longshoremen's Association for not letting it switch to an area of the Wando Welch Terminal in Mount Pleasant where state employees would handle work typically performed by organized labor.
'Unions are perceived as a four-letter word, particularly in the region, particularly in South Carolina,' Brinson said. 'The reality is unions are a four-letter word in our port and that word is F-A-C-T: It's a fact.'
He also suggested the State Ports Authority take the lead in re-examining its own business model, as political leaders press to explore how private companies could help boost business. Many ports have turned over the day- to-day operation of their waterfronts to private firms, but the SPA does not at the Port of Charleston.
'Wouldn't it be better for the ports authority to test this model rather than (the) state legislature?' Brinson asked. 'Why would we be afraid to test it?'
He stressed the importance of 'rebooting' the SPA's relationship with the public and how the maritime community must help.
'Ports authorities are just a part of a port and, on any given day, not the most important part of a port,' Brinson said.
