The seas were up and a Southeast wind blew Tuesday as Charleston Harbor pilots dealt with the first day of a federally mandated slowdown rule. But the shipping lane was quiet, and the pilots and U.S. Coast Guard said the day went well.
"No problems," said Coast Guard Boatswain's Mate William Swann. "We're just complying with the law," said Whit Smith, Charleston Branch Pilots' Association president.
A new, hotly opposed National Oceanic and Atmospheric Administration rule says ships longer than 65 feet must slow to 11 1/2 mph within 23 miles of the Eastern coastline along the migration route of the endangered right whale, which includes the South Carolina coast in the winter. That's about half-speed for containerships.
The rule was implemented this week after months of criticism from ports officials and local U.S. Coast Guard officials, who say large ships can't maneuver safely at the slower speeds in the narrow, windswept shipping channel.
The cost in lost time is estimated in the millions of dollars per year for Charleston ports, analysts say. Ports and pilot officials said the precautions already in place, such as alerting ships to nearby whales, are enough.
The right whale is the legend of the Atlantic, hunted almost to extinction. Its numbers are so low that researchers consider every living whale vital to the survival of the species.
Nearly 40 right whales were spotted in 21 survey flights last winter. The state's waters are now considered part of the calving grounds.
