Monday ushered in a new federal security program at the Port of
Charleston, and, after months of planning, the implementation process is
going smoothly, the S.C. State Ports Authority said.
The thousands of workers who visit Port of Charleston terminals now must
show a Transportation Worker Identification Credential as part of a
federal law aimed at securing America’s port entries.
State of the Port The TWIC program is being rolled out in stages at ports
across the nation. SPA executives expressed concerns in the past that
terminal traffic could be interrupted if truck drivers, port employees,
longshoremen and others with port-related jobs failed to secure an ID
card in time.
But Coast Guard personnel surveyed facilities throughout the day and saw
fewer than 4% of people turned away because they did not have a TWIC.
“The Coast Guard is closely monitoring local facilities and workers to
gauge concerns and relay them to the Transportation Security
Administration,” said Cmdr. Chris Marcy, chief of prevention at Sector
Charleston.
During the past few months, the SPA and other interest groups actively
promoted the TWIC program deadline with speaking engagements, media
outreach, e-mail and signs at the gates. The effort paid off, SPA Chief
Executive Bernard Groseclose said.
“Cargo is flowing smoothly and there were no major issues with
implementation,” Groseclose said. “The trucking community, the private
maritime sector and labor all contributed to a successful launch of TWIC
in Charleston.”
According to the latest data from the U.S. Department of Homeland
Security, 8,192 workers have enrolled in Charleston, and 5,373 cards have
been activated. During the past five months, enrollment among local truck
drivers nearly quadrupled, from 841 in mid-July to 3,129 in mid-November.
The Charleston TWIC enrollment center opened more than a year ago. The
temporary location is at the Residence Inn at 5035 International Blvd. in
North Charleston.
The fingerprint-based ID card costs $132.50 and is valid for five years.
Applicants must successfully pass a security threat assessment to obtain
a TWIC.
