<span-size:12.0pt;font-family:"Georgia","serif"">The company overseeing development of a new cold storage facility at the Port of Wilmington expects to break ground in the next 90 days.

<span-size:12.0pt;font-family:"Georgia","serif"">The goal is to give Wilmington a competitive edge against neighboring ports that already have thousands of square feet of cold storage space.

<span-size:12.0pt;font-family:"Georgia","serif"">"This will give the port and us as a private company the ability to run a business that can capture a lot of product that's produced in North Carolina and allow farmers and process facilities to ship out from a state facility rather than ship it across state lines," said Chuck Schoninger, managing member of USA InvestCo.

<span-size:12.0pt;font-family:"Georgia","serif"">This "cradle to grave" concept should mean more North Carolina products such as pork and poultry exported from Wilmington rather than facilities in Charleston, S.C.; Norfolk, Va.; or Savannah, Ga., Schoninger said.

<span-size:12.0pt;font-family:"Georgia","serif"">Since announcing the deal earlier this year, Schoninger said roughly $8 million of the $15 million in capital needed for the first phase of the development has been raised.

<span-size:12.0pt;font-family:"Georgia","serif"">"We're raising most of the money out of China, but we do have some Afghanistan money into the deal," he said.

<span-size:12.0pt;font-family:"Georgia","serif"">Schoninger said the cold storage development and planned development on Wilmington's riverfront are among the first projects in the state to utilize a financing scheme known as the Immigrant Investor Program, or "EB-5."

<span-size:12.0pt;font-family:"Georgia","serif"">The program was created by Congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors, according to U.S. Citizenship and Immigration Services.

<span-size:12.0pt;font-family:"Georgia","serif"">A foreigner who invests at least a half-million dollars in the port deal can apply for a temporary green card until the company hires at its benchmark for American jobs, roughly 110 workers. Two and a half years after the money for the project is received, he or she can apply for a permanent green card.

<span-size:12.0pt;font-family:"Georgia","serif"">"These are people that are very wealthy and they're looking to come to America," Schoninger said. "This is a way to expedite this process."

<span-size:12.0pt;font-family:"Georgia","serif"">The project calls for a 75,000-square-foot cold storage facility to store fruit, vegetables and meat. The facility could ultimately be expanded to 300,000 square feet, in 75,000-square-foot increments.

<span-size:12.0pt;font-family:"Georgia","serif"">Initially 20 years, the lease also has four five-year options, which could bring it to a total of 40 years. When the lease expires, the port will keep the privately built cold storage facility.
