arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S.
flag arriving with foreign cargo aboard.

24 Hours - advance notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

SPA authorizes $3M for Jasper terminal planning

The S.C. State Ports Authority’s board agreed this morning to contribute
up to $3 million for the initial planning of a new terminal in Jasper
County.



The Georgia Ports Authority is expected to contribute an equal amount as
both states work to jointly construct and operate a shipping terminal on
the S.C. side of the Savannah River.



Tuesday’s unanimous board vote authorizes the Jasper Ocean Terminal Joint
Project Office to spend the money as it sees fit on contracts related to
planning.



That office, comprising representatives from both states, is scheduled to
meet at 10:30 a.m. Wednesday in Charleston. Members are expected to vote
to award a planning contract worth up to $3 million, said Bill Bethea
Jr., the project office’s vice chairman.



At this morning’s meeting, port executives also reported that container
traffic for the first quarter of fiscal 2009 was down 4.8% compared with
July, August and September of last year. In that three-month stretch, the
port handled 413,541 20-foot equivalent units, compared with 434,525 TEUs
in 2008.



Part of the decline was attributed to the diversion of six ships in
September because of Hurricane Hanna.
