Six Months Delay Projected for ACE Rail and Sea Manifest Capabilities

Washington — U.S. Customs and Border Protection is delaying the deployment of the Automated Commercial Environment Rail and Sea Manifest capabilities by at least six months due to problems discovered during software testing.
ACE is the next generation of CBP technology designed to protect the United States from terrorism and to ensure the country’s economic vitality by expediting lawful trade. The new application will allow vessel and rail carriers to use ACE when submitting advance cargo information.
The primary cause of the delay is problems discovered during software testing and the addition of new requirements to the project. As a result of the schedule slip, an additional four to six month delay is projected for the early 2009 deployment of initial ACE entry summary capabilities.
CBP is in the process of determining the impact these delays will have on the overall ACE deployment schedule.
The Cargo Release portion of ACE is critical to many of the participating government agencies CBP is working with as part of the International Trade Data System process. The ITDS assists participants in identifying, documenting and executing their plan to leverage ACE to improve their business operations and further their agency missions.
CBP is committed to delivering the successful deployment of high quality ACE capabilities to its employees and its partners in both government and the trade community. ACE is a top priority for CBP and the Department of Homeland Security.
