NEWS ARTICLES: (6/18) SPA projects slight gain in numbers
CEO says he thinks declining business has 'plateaued'

The State Ports Authority is forecasting the end of a lengthy slump by
calling for a slight gain in the number of containers that pass through
its shipping terminals in its next fiscal year.

The SPA projected Tuesday that about 958,229 of the multicolored steel
cargo boxes will cross its docks in fiscal 2009, which begins July 1.
That's about 4,800 containers more than the estimate for the current year.

"We have, I think, plateaued in terms of any declining business," said
Bernard S. Groseclose, the agency's president and chief executive officer.

Container volume at the Charleston port has been sliding for the past
three fiscal years, creating angst on the local waterfront as key rivals
such as the Port of Savannah have flourished.

The SPA has blamed the slowdown in Charleston on several factors.

For example, it has said its ability to keep pace and grow had been
stymied by the delays and resistance it encountered over the decade the
SPA spent getting a new container terminal approved. As a result, some
ocean carriers and shippers leery of the uncertainty steered some of their
business elsewhere.

The SPA's cargo volume also has been adversely affected in recent years by
competitive pressures within the shipping industry, most notably at Maersk
Lines, Groseclose said Tuesday.

"Worldwide, Maersk has lost market share," he said. "They're our most
significant customer, so when they sneeze, we catch a cold, I think."

Spending plans
An estimated $267 million will be spent on capital improvements at the
Port of Charleston over the next two fiscal years. Here are some of the
costlier undertakings.

Groseclose is optimistic about the SPA's growth prospects in the upcoming
fiscal year, saying it is poised to benefit from new service from Asia and
new customers. Among them is a warehouse operator that will handle coffee
shipments near Summerville for a Starbucks roasting plant being built in
the Midlands.

Also, activity has been picking up locally among developers of large
distribution centers, which typically are a magnet for retailers and other
major importers, the SPA chief said

"We see some big possibilities there from a business standpoint," he said.

Groseclose added that the SPA is no longer marketing its services just to
steamship lines.

"We're also talking to shippers to get them to influence the carriers to
come to Charleston," he said. "We're playing both sides of that."

In its last board meeting of fiscal 2008, the SPA approved a $160.4
million budget for the next 12 months, estimating revenue will increase
less than 2 percent. Net earnings are forecast to rise 15 percent, to $52
million, while spending is projected to edge up 1.2 percent, to $111.5
million.

The SPA's biggest single capital-improvement outlay is $56.2 million
earmarked for work at the former Navy base in North Charleston, where
construction of a $600 million shipping terminal is under way.

"I'd characterize it as a period of rebuilding and preparing for the
future," Groseclose said.
