FEDERAL, STATE & LOCAL FILING REQUIREMENTS:

96 Hours - advance notice of arrival required by USCG

48 Hours - advance receipt of crew list by Immigration for any vessel
arriving from a foreign port, or arriving coast wise with detained crew.

24 Hours (minimum) - Foreign cargo must have manifest submitted to
Customs & Border Patrol AMS. Bond must be filed for Foreign flag vessels
or U.S. flag arriving with foreign cargo aboard. 24 Hours - advance
notice to Pilots

24 Hours - advance fax of crew list and approved visitors required by
Terminal.

72 Hours - post port call, the Port Authority requires bill of lading
figures for all bulk cargo.

Port Security - All persons doing business within Port Authority property
must have security pass from SCPA. All persons wanting unescorted access
to any vessel must have a valid TWIC.

Dear Friend,
Earlier this month, the South Carolina House of Representatives passed its
version of the state budget, setting aside $180 million toward the
Charleston Post 45 project's construction. This investment would cover the
state's 60 percent share of the estimated construction cost, and sends a
clear message that South Carolina is fully committed to our port system and
our state's economic future. This commitment has been widely celebrated
across the state (see the In the News section at left to read more).

Meanwhile, information gathering for the feasibility study continues. A
team of Corps ship simulation personnel is in Charleston this week,
compiling data and riding ships alongside our harbor pilots. This will help
them to better model Charleston's project by experiencing first-hand how
vessels sail in and out of our harbor.

Grand Alliance Upsizes Ships
The Grand Alliance has upgraded its Atlantic Express Service (ATX),
deploying four larger, post-Panamax vessels on the North Europe service.

Charleston is the last U.S. port outbound on the service, signaling the
importance of Southeast exports to the trade.

"Large vessels are not only being deployed in the trade between Asia and
the U.S. East Coast," Jim Newsome said. "This represents the second carrier
grouping to deploy post-Panamax container vessels in the trade between the
U.S. and North Europe."

Charleston leads the European market among South Atlantic ports, with
approximately 36 percent of the port's container volume associated with
North Europe. Additionally, the port's deep shipping channels - the deepest
in the region today - allow more capability for post-Panamax calls.

Future Capacity for Big Ships

Work continues on the Navy Base Terminal, the only new, permitted port
facility under construction on the U.S. East and Gulf coasts. The Ports
Authority Board last week approved a $42.7-million project to begin placing
fill around the already constructed containment structure built toward the
shipping channel. The new terminal represents a 50% gain in Charleston's
container capacity, making the port well-prepared to handle the future
demands of the shipping industry.

Soybean Trade Expected to Benefit from Panama Canal Expansion

A study coordinated through the United Soybean Board indicates that
America's soybean farmers will benefit from the expansion of the Panama
Canal in 2014.

Currently, 44 percent of the nation's soybean exports travels through the
Panama Canal. That figure is expected to increase by 30 percent once the
third set of locks opens in two years. The expanded opportunity through the
Canal is expected to cut transportation costs for exporters and increase
their competitiveness in the global marketplace.
