South Carolina Ports Awards $42.7-Million Project
for Navy Base Terminal
Charleston, SC -Progress on the Port of Charleston's Navy Base Terminal has
reached another milestone with today's approval of the next major
construction project.
The South Carolina Ports Authority (SCPA) Board today approved the
$42.7-million contract, which includes the placement of fill material on
portions of the landside of the terminal and along the already completed
5,000-foot-long containment wall structure, which was constructed toward
the shipping channel. The facility represents the only permitted new
container terminal currently under construction on the U.S. East and Gulf
coasts.
"The completion of the Navy Base Terminal, along with the Charleston Harbor
Deepening Project, demonstrates that South Carolina understands what the
industry's future demands are, and we will be ready to meet them," said
Bill Stern, chairman of the SCPA Board. "The new terminal and a deepened
harbor are both essential to fulfill our mission of economic development
and serve our customers' needs for the foreseeable future."
The Board selected for the project Massachusetts-based Jay Cashman, which
was the lead contractor on the demolition of the former Cooper River
bridges, as well as one of the partners on the $44-million containment wall
project for the Navy Base Terminal.
Starting next month, crews will relocate approximately 1.75 million cubic
yards of dredged material from Daniel Island to the terminal site by water,
placing the fill behind the containment structure and on portions of the
upland area. The crews also will consolidate the upland area of the site by
installing approximately 5.7 million linear feet of vertical wick drains
and surcharging the area to stabilize the site and prepare it for
construction.
The project is expected to run through January 2014, overlapping with the
next major fill contract, which is slated to begin late next year. At build
out, the new, 280-acre container terminal will increase the Port of
Charleston's container capacity by 50 percent.

SPA awards contract for placing of dredge material

The State Ports Authority awarded a $42.7 million contract Friday to place
1.75 million cubic yards of dredge material inside in a huge containment
wall, a project that will help create a 60-acre section of the agency's
future shipping terminal.
The job will require Massachusetts-based construction company Jay Cashman
to haul material that's been stockpiled at nearby Daniel Island to the
man-made structure, which juts out into the Cooper River from the old Navy
base in North Charleston.
The contract also calls for additional structural work on the containment wall.
The placement of fill within the wall eventually will form a key piece of
real estate at the 280-acre marine terminal. Most of the fill that Cashman
workers will be moving through January 2014 will be used to build up the
land side of the new port site.
Joe Bryant, the SPA's vice president for terminal development, said it
should take about 18 months for the material to compact and drain once it's
in place.
"This will take all of the upland fill that we have stockpiled," Bryant said.
More dredge material will be needed later to complete the impounded
section. That phase is expected to begin late next year. The fill likely
will come from offshore disposal sites.
The SPA's new container terminal was originally scheduled to open next
year. But a number of factors have delayed the project, and given the
economic slowdown, the SPA doesn't need the extra space yet.
The terminal is now expected to open during the agency's 2018 fiscal year,
which starts in mid-2017. Once completed, it will increase
container-handling capacity at the Port of Charleston by about 50 percent.
The Cashman bid award was handled during a special meeting of the SPA
board, with most members participating by telephone. The project had been
set for a vote at the board's regular meeting Tuesday, but the contract
award was delayed by questions about the qualifications of one of the five
bidders
Cashman was the lead contractor on the demolition of the old Cooper River
bridges, and it also was part of a team that built the containment wall
three years ago.
