As the head of the company that handled the first sale of U.S.-grown cotton to China three decades ago, William Dunavant III knows more than a little about global trade and logistics, and he believes the Port of Charleston is headed in the right direction.
His privately held Dunavant Enterprises, of Memphis, was long known as a top international cotton trader, selling between $1.2 billion and $1.7 billion in domestic and international cotton yearly through 2010. That year, Dunavant sold its cotton operations but kept its logistics company and other concerns, and now focuses on international shipping from East Coast and Gulf Coast ports.
Speaking at a Rotary Club of Charleston luncheon Tuesday, Dunavant said the widening and deepening of the Panama Canal, which could be completed in 2014, "is probably the greatest opportunity in history for East Coast ports."
"Your port gets it," he said.
The Port of Charleston is pursuing a plan to deepen the shipping channel to 50 feet or more, from the current 45 feet, to accommodate the massive container ships that will soon be able to transit the Panama Canal.
Dunavant echoed local frustrations with the projected timeline of the "Post-45" deepening project.
"If you've dredged your port one time, why does it take 15 years to get permission to dredge it again," he said.
The United States is competing with China, which has few limitations -- environmental, legal or otherwise -- in getting massive public works projects completed quickly, Dunavant said.
The Army Corps of Engineers has said the earliest the Charleston harbor could be deepened is 2024, and that's if there are no roadblocks related to funding or environmental studies.
Dunavant said he's "bullish" on Charleston because the port already is well-positioned for larger ships, with the deepest port on the Southeast coast.
At high tide, the Charleston port already can handle mega-ships drafting 48 feet.
"It sounds to me like you all are doing it right, and have a plan to get it done," Dunavant said during his remarks at The Citadel's Holliday Alumni Center.
"I think Jacksonville is going to have a problem," he said, referring to the container port in north Florida. "Savannah has issues."
Both ports are, like Charleston, pursuing plans to deepen their shipping channels.
Looking to the future, Dunavant said there should be great opportunities for agricultural exports, due to China's growing middle class.
"The greatest challenge for China is food," he said.
